Site work, asbestos abatement and renovation of a mixed-use development in Frederick, Maryland. Completed plans call for asbestos abatement for a educational facility; for the renovation of a educational facility; and for site work for a educational facility.

The successful contractor shall provide all labor, equipment, materials, supplies, permits, means and methods, etc. at the Veditz Building (300 S. Carroll Street, Frederick, MD 21705) on the campus of the Maryland School for the Deaf as required for the abatement of asbestos containing materials (ACM) identified in a report prepared by Jenkins Environmental, Inc. (JEI) and dated November 8, 2023. All Minority Business Enterprise are encouraged to respond to this solicitation. This is for Small Business Reserve vendors only. The deadline for questions has been established as December 12, 2023 at 10:00 A.M., to assure that there is enough time to allow the A/E to provide responses and Addendum issuance if necessary. Please submit all questions to the Procurement Officer responsible for your solicitation in eMMA along with the Supervisor Christine Stenhouse - christine.stenhouse1@maryland.gov. The work shall be completed within 30 calendar days from the start date of the contract. If the work is not completed within the time period specified, the contractor will be liable for liquated damages of $250.00 per calendar day as specified in the "General Conditions." Alternates as applicable, is in excess of $100,000.00 1) Bid Bond in the amount of 5% 2) Payment and Performance Bonds in the amount of 100% The Project Cost Classification for this solicitation is: Small Procurement Category III, under $200,000. Minority Business Enterprises are encouraged to respond to this Solicitation. Scope of Work: The successful contractor shall provide all labor, equipment, materials, supplies, permits, means and methods, etc. at the Veditz Building (300 S. Carroll Street, Frederick, MD 21701) on the campus of the Maryland School for the Deaf as required for the abatement of asbestos containing materials (ACM) identified in a report prepared by Jenkins Environmental, Inc. (JEI) and dated November 8, 2023. All work is to be performed in accordance with the documents, drawings, specifications, references, etc. either contained in this scope of work or included in this solicitation. Description of Work: 1. The Contractor is strongly urged to visit the site and familiarize themselves with the conditions under which the work will be performed. No allowance will be made for any errors on the Contractor's part for failure to take into account any conditions or circumstances existing on the site which may affect the contemplated work. Any measurement are estimates and the Contractor is responsible for taking their own. The fact that a bid is submitted will be taken as evidence that the Contractor has a full knowledge of the extent and character of the work and the problems in performing it. 2. Contractor shall collect and have analyzed any and all personal air samples required for full compliance with all applicable state and Federal laws and regulations. 3. Contractor shall ensure that areas surrounding the asbestos abatement will be marked off and designated for safety purposes. 4. Project oversight, clearance visual inspections, and clearance air testing shall be conducted by the Owner's Representative. DGS shall not approve Contractor's change order(s) for additional time, materials, equipment, etc. that may be necessary for work areas that fail either visual clearance inspections or clearance air testing. 5. Contractor shall provide an independent 3 rd party Industrial Hygienist firm (if required) for compliance with rules, requirements, laws, regulations, etc. for the Maryland Department of the Environment (MDE), United States Environmental Protection Agency (EPA), and Occupational Safety and Health Administration (OSHA.) 6. Asbestos abatement needs to be conducted under controlled conditions in accordance with industry practices, guidelines, and regulations. Asbestos abatement is required to be performed under approved containments. Employees of the Contractor shall comply with all regulatory standards for personal protective equipment use and respiratory usage requirements The Contractor shall refer to the guidelines below for any other applicable regulations for asbestos abatement techniques and engineering controls: a.) 29 CFR 1926.1101 Construction Standard for Asbestos b.) 29 CFR 1910.134 Respiratory Protection c.) COMAR Title 26.11.21 Control of Asbestos d.) COMAR Title 26.11.23 Control of Asbestos 8. Asbestos abatement procedures shall conform to requirements pursuant to EPA's National Emission Standards for Hazardous Air Pollutants (NESHAP) for Asbestos. 9. The Contractor shall provide and submit a current Contractor's environmentally liability insurance certificate to the Maryland Department of General Services (DGS.) This shall include the amount of insurance covered, dates insurance is in effect, and the types and occurrences of environmental liabilities covered. 10. Contractor shall clean up and properly dispose of any construction-related debris daily and at the completion of this project. 11. Contractor shall perform all necessary prep, including but not limited to, cleaning surfaces and the protection of non-abated surfaces. 12. Contractor to supply all of the materials necessary to complete the work as described in the documents. 13. All materials are to be used for their intended purpose and per the manufacturer's guidelines. 14. Contractor to apply materials per manufacturer's directions to ensure the finished product will withstand exterior elements. 15. Contractor is responsible to ensure weather conditions are suitable for all applications per the manufacturer's guidelines. 16. Contractor shall clean-up all overspray, spills, and splatters from all surfaces. 17. The Contractor shall notify the inspector of any situation that may develop which prevents the proper performance of the work as specified before proceeding. Qualifications of the Contractor: 1. The Contractor shall be licensed in the State of Maryland and have a minimum of five (5) years current asbestos abatement experience operating under the same business name and Employer Identification Number (EIN) and maintained any license, permit, certification, etc. as required to perform work associated with this project in accordance with COMAR Regulations. 2. The Contractor shall have minimum of five (5) years of experience in performing asbestos abatement work of this type. 3. The Contractor's personnel shall be skilled craftsmen, fully qualified by experience to perform their assigned responsibilities, and regularly engage in asbestos abatement work. 4. All work shall be performed in the best and most professional manner. 5. The Contractor must be a Company specializing in asbestos abatement and have full knowledge and understanding of the methods and techniques. The Company shall have a minimum of five (5) years documented experience with projects of a similar scope and size. 6. If necessary, the Contractor and their employees must have completed any required training or certification for using the manufacturer's products and show documentation that this has been satisfied. The Contractor shall always maintain proof of this credential for each employee at the site.
