Applicants are expected to submit competitive offer prices for the entire Project Site. The purchase of less than the entire Development Site will not be considered. By selecting a developer through this RFP, the PRA intends to bring the Project Site back into active use in a manner that is most productive and beneficial for the Logan community. This RFP does not prescribe what should be built on the Project Site, and PRA expects respondents to be creative in proposing project concepts that will be beneficial for the community while also being financially viable under current market conditions. Proposals should have strong urbanism and architecture. Respondents are encouraged to make their proposals responsive to goals and recommendations in the Logan Neighborhood Plan formally accepted by the Philadelphia City Planning Commission in 2016. Questions will not be accepted by telephone. Questions will only be accepted until November 20, 2023. at 4:00 PM. All questions and a response to each will be posted on the webpage reserved for this RFP located on website no later than November 30, 2023. Applications must include a deposit in the amount of one thousand five hundred dollars ($1,500) or ten percent (10%) of the offer price, whichever is greater. In the Form of a Cashier s Check, Certified Check, or Money Order Made Payable to the pra and Delivered by U.s. Mail Return Receipt; by a Nationally Recognized Delivery Service (E.g., Fedex), or (Ii) Hand Delivery. See Section Ix for the Mailing Address.
