The Town has issued this Request for Proposal (RFP) to solicit competitive proposals for a highly qualified, experienced, and licensed to Firms for the the Planning, Design, Construction of Recreational Facilities, Construction Management, and must demonstrate a level of expertise, technical knowledge, innovation, and overall capacity to provide the Design-Build services. Work under this Project includes but is not limited to professional engineering and construction services (Design/Build) for the New Park, Kayak Launch and Paddle Board area is located on 9600 West Bay Harbor Drive. The final design and construction shall be according to the Concept Design prepared by the FIU School of Architecture. The Selected Design-Build Selected firm shall be capable of providing planning, design, permitting, construction, cost estimating, construction management, in complete and strict accordance with specifications in the Request for Proposals. This Project is located at North of Bay Harbor Causeway Island, in the Town Of Bay Harbor. The work to be accomplished under this contract includes, but is not limited to, design, permitting, construction. The scope of work for this project will include design, permitting and construction, construction management services, as well as inspection, construction certification. The Firm shall be responsible for designing, surveying, geotechnical exploration, preparation of completed permit submittal packages and procurement of all required permits for construction, construction phasing, maintenance of traffic and all other related work or services. This scope of services of this request for proposals includes, but is not limited to, engineering, geotechnical, permitting, cost estimates, construction documents, construction and construction administration services to construct 9600 West Bay Harbor Drive along Bay Harbor Waterway. It is the Town's intent that the selected Team shall obtain all necessary information sufficient to acquire all local, state and any other permits needed for the construction of the Project. It is the Town's expectation that the Architect/Engineer will lead the planning, engineering, and permitting phases of the Project. The Architect/Engineer should also be ready to assist the Town with construction administration services including product submittal review/approval and field inspections/construction meetings. A certified check, cashier's check, bank officer's check or bid bond for FIVE percent (5%) of the bid amount, made payable to the Town of Bay Harbor Islands, Florida, shall accompany each offer. The Firm shall execute and record in the public records of Dade County, Florida, a payment and performance bond in an amount at least equal to the Contract Price with a surety insurer authorized to do business in the State of Florida as surety, ("Bond") The Town of Bay Harbor Islands reserves the right to waive any informality in any or all bids and to reject any or all bids. For all inquiries or questions of a material nature must be received prior to the cut-off date specified in the solicitation. The Town reserves the right to accept or reject any or all bids, part of bids, and to waive minor irregularities or variations to specifications contained in bids, and minor irregularities in the bidding process. Licenses - The Firm must be fully licensed with all applicable and required licenses, certifications, and permits to provide the Services, including all Federal, State, Miami-Dade County and local government licenses, certifications, and permits.
