Project Overview Washington County Public Works department is issuing this request for proposals (RFP) to provide project coordination, utility coordination, survey, preliminary design, final design, and permitting services for the Trunk Highway 61 Turn Lane Extension Project in the City of Hugo. Washington County was successful in obtaining a grant through MnDOTs Local Partnership Program (LPP) for the widening of Trunk Highway 61 to address safety and congestion issues between segments of Washington County State Aid Highway (CSAH) 8 Frenchman Road North and Egg Lake Road North/140th Street. This project aims to provide additional left turn lane capacity for both northbound and southbound traffic as well as provide signal modifications and new pedestrian crossings. This stretch of roadway experiences a high volume of rear end and same direction sideswipe crashes which indicates is indictive of operational and congestions issues. The County's full LPP application can be found in Appendix B for full project details and background. 1.2. Project Goals and Objectives The goals and objectives for this project are to increase safety and improve operations and congestion on Trunk Highway 61 between the CSAH 8 segments within the projects awarded grant amount and defined scope within the application. Develop and utilize a comprehensive agency and public engagement strategy to achieve both MnDOT and City of Hugo acceptance Improve safety and operations along TH 61 between the CSAH 8 segments Develop a MnDOT approved Level 2 Project Layout and an approved MnDOT Highway plan set Maintain the long-term transportation goals of Washington County, MnDOT and the City of Hugo Scope of Work and Deliverables All aspects of the scope of services outlined below and included herein are expected to be completed within the project deadlines. All reports/documentation must be developed and presented in Microsoft Office and PDF formats and all design files must be developed and presented in Microstation adhering to Washington County approved formats unless otherwise noted or requested by the Consultant with approval of the County. The role of the selected Consultant team will be to complete all tasks necessary to take the project through the development of a MnDOT approved Level 2 Layout and final plans and specifications. Washington County will act as the lead agency through all aspects of the project. The County's role as lead agency does not preclude direct and regular interaction between the Consultant and MnDOT, City of Hugo, Rice Creek Watershed District, and other agencies. Their input and review is important and their approval of the project layout and plans and specifications will be required; however, the County is to be kept informed of agency dialogue and will assist the Consultant in determining the need and scope of interaction with a particular agency. The City of Hugo will need to be involved in the design development and review and other intermediate completion points, and their input will be incorporated on a regular basis to avoid review delays or reworking of design elements. This project will follow the MnDOT Highway Plan process.
