The Proposal should demonstrate the qualifications of the Respondent and of the particular staff to be assigned to this project. 1.2 Project Description Elsinore Valley Municipal Water District (EVMWD) is a publicly owned water and sewer service agency with approximately 46,000 water services and 36,600 sewer service connections, serving a population of approximately 157,000. EVMWD's service area includes the Cities of Lake Elsinore, Canyon Lake, Wildomar, and Murrieta as well as unincorporated parts of Riverside County. EVMWD is seeking up to three (3) professional environmental support firms that meets the minimum requirements listed below. Respondent(s) shall have extensive experience in successfully completing environmental consulting services for municipalities, specifically water and wastewater utilities agencies. This includes California Environmental Quality Act (CEQA), CEQA-Plus, and National Environmental Policy Act (NEPA) compliance; cultural resources, archaeology, and Native American consultation and monitoring; biological resource assessments and monitoring; air quality and greenhouse gas emissions analysis; noise impact analysis; and habitat restoration. Respondent(s) shall have a background in the fields of surface water, groundwater, wastewater, recycled water, and long-term master planning. Respondent(s) shall have experience with providing support for the new construction and/or rehabilitation of water, wastewater, and recycled water facilities including but not limited to pipelines, storage reservoirs, pump stations, lift stations, treatment plants, groundwater wells, and groundwater extraction. Respondent(s) shall elaborate on their experience with coordinating with the following external agencies: U.S. Department of Agriculture Forest Service, U.S. Army Corps of Engineers, California Department of Fish and Wildlife, State Water Resources Control Board, and Western Riverside County Regional Conservation Authority. EVMWD requires professional environmental services to support the Capital Improvement Program (CIP), operations and maintenance (O&M) projects, and other activities on an on-call basis. Consultants will be required to assist EVMWD with achieving CEQA, CEQA-Plus, and/or NEPA compliance and identifying all required environmental permits, documentation, and processes. Consultants will share a cumulative not-to-exceed contract in the amount of $200,000. As the need for environmental services arises, each Consultant will be asked to submit a quote that includes an understanding of the scope, proposed schedule, and a project specific fee. The award of task assignments will be based on quality, cost, and adherence to the scope of work and schedule. EVMWD makes no guarantees as to the amount of work to be assigned to each Consultant. The initial term is anticipated to be from February 2024 to January 2027. The method of Contractor Selection has not been Determined at this time. Project Start February 26, 2024
