King County Parks and Recreation Division is proposing to construct the Eastrail, Wilburton Segment, I-405 to SE 1st Street Project that will construct a regional trail as part of its nonmotorized regional trail system. The Eastrail corridor is a 42-mile rail corridor that stretches from Renton to Snohomish, passing through Renton, Bellevue, Kirkland, Woodinville, Redmond, and portions of unincorporated King and Snohomish counties. Originally, the rail line was known as the Lake Washington Belt Line and supported development along the eastern shore of Lake Washington. After over 100 years in service for freight rail, the corridor has been brought into public ownership to provide a potential route for trail, transit, and utilities. The Project will construct an approximately 0.75-mile length of the trail that extends from I-405 to a northern terminus at the intersection with SE 1st Street in Bellevue. Key Project components include the following: Conversion of existing rail infrastructure to a paved trail for pedestrian and non- motorized vehicle use. Renovation of the trail surface on top of the Wilburton Trestle including removal of existing steel rails, timber ties, timber stringers, and cap beams followed by installation of new cap beams, steel stringers precast concrete panels, and railing. The renovated deck surface will include viewing platforms and lighting. Lights will be shielded to avoid illuminating Kelsey Creek or the surrounding neighborhoods. Repair of timber piles and other timber framing on the existing historic Wilburton Trestle. Construction of paved parking areas/trailheads adjacent to the trail alignment. Temporary installation of construction access routes and staging areas. Temporary placement of a crane on the west side of the Wilburton Trestle, north of SE 9th Street and south of Kelsey Creek. Temporary disturbance of vegetation near the trestle and replacement/restoration with native vegetation. Improvement of drainage and water quality treatment systems along the Eastrail corridor. articles, paragraph or subparagraph not so amended, voided, or superseded shall remain in effect.
