Contract term: June 1 2024-May 31 2027. Garbage collection for 200 residential properties .Trash receptacles will be provided by contractor. Recyclable containers by the county and or Village. This is a 3 year contract with 2 option years to be added at discretion of the Village of Wampsville. Service-Disabled Veteran-Owned Set Aside: No Contractor shall mean the party, persons or corporate person to whom the contract, hereunder is awarded. Normal User shall be classified as all single family residential homes, multifamily homes, dwellings and/or apartment buildings having more than one (1) occupancy but not more than four (4), each of which shall place refuse and recyclables to the curb on the specified collection day. Large Use shall be classified as all restaurants, hotels, motels, commercial and other places of business which shall not be included in the terms of this contract and who will be required to enter into a separate, private contract for the collection of their refuse and recyclables. This includes doctors, lawyers and dentists. Refuse shall mean that which is commonly known as trash, wastes and recyclables from food or garbage, domestic household refuse. All those items accepted by the Madison County Landfill under Madison County Law. Screenings consists of organic matter and sanitary waste and is an approved landfill product. Recyclable shall follow the guidelines for household recycling as established by Madison County Law. A.The Contract for the proposed services will be awarded by the Village Board to the lowest responsible bidder qualified to collect such refuse, screenings, and recyclables pursuant to all applicable state and local laws, ordinance and regulations. The Village Board in determining the lowest responsible bidder shall consider the past performance in supplying such services by such bidder in the Village of Wampsville and in any other area or municipality where such bidder has rendered such service. Past failure to render such service without cause in the opinion of the Village Board shall be full and sufficient reason for the Village Board of the Village of Wampsville to reject such bid on the basis that the bidder is not a qualified responsible bidder. B. For each collection area in the district, the successful contractor shall establish the collection routes on the day specified by the Village, together with any deviation from the scheduled collection day during the weeks in which legal holidays may fall. No deviation shall be made from said established collection days without the prior written approval of the Mayor. C. This contract requires bids on a three (3) year basis for refuse, screenings, and recyclable collection from the Village of Wampsville and two (2) one (1) year option periods. To be clear, the option years are a unilateral right that can be exercised only by the Village. D. All collections shall be made in an orderly fashion as directed by the Village. Emptied containers and receptacles shall be returned to the curb in such a manner that they shall not constitute an obstruction to vehicle or foot traffic lawfully using the streets, sidewalks, and/or driveways. E. The Contractor shall provide trash receptacles. The Contractor shall replace such receptacle at his own cost and expense, and deliver a new receptacle to the owner of the damaged receptacle within seven (7) days after notification by the Village Board of a valid claim . F. Refuse, and recyclables collected under this contract, shall be disposed of by the contractor at an approved disposal site. The Village of Wampsville will be responsible for paying tipping fees at the Madison County Landfill. G. All truck, tools and equipment, employed hereunder, shall be provided by the contractor and trucks must be equipped with a completely covered refuse trash compactor body, secure against the leakage of water, refuse, screenings, and recyclables from same: so powered, and with chassis sufficient to perform the work hereunder demanded. Contractor must have a backup unit to perform the work hereunder demanded. Contractor must have a backup unit to perform his duties in case of mechanical failure to main unit. H. All work performed by the Contractor under this Contract shall be performed in good and workmanlike manner approved by the Village of Wampsville. I. Each Contractor shall faithfully perform and fulfill the agreement and that Contractor will not sublet or assign this Contract without the consent of the Village. J. If, in the opinion of the Village Board, the Contractor shall fail in any manner to properly perform any part of this Contract, the Village may withhold any monies then due to the Contractor until the Contractor shall properly perform same and the Contractor shall reimburse the Village for all cost and expenses, including any damages incurred by the Village as a result of such failure or the Village may deduct such expenses from the amounts otherwise payable to the Contractor, in accordance with the provisions set forth in the - Bond and Insurance Provision of this agreement. K. The Village of Wampsville may terminate this Contract upon ten (10) days written notice. Bid Security- Each bid proposal must be accompanied by a certified check in the amount of five hundred dollars ($500.00) made payable to the Village of Wampsville. No alternate kind of bid security is acceptable.
