The Surry County Board of Education, the Wilkes County Board of Education, and the Yadkin County Board of Education, pursuant to N. C. Gen. Stat. 160A-461, are seeking written proposals from qualified firms to provide design build architectural, engineering, demolition, and construction services for (1) new synthetic turf athletic fields and (2) track improvements at each of the traditional high schools in the three school districts. The respective boards of education reserve the right to reject any or all proposals, to waive any minor informality in the RFQ process, and to accept the proposal(s) deemed to be in the best interests of the school districts. Questions regarding this RFQ are to be submitted in writing via email to Fredrick G. Johnson at fiohnson@ncschoolattv.com not later than 3:00 p.m. on Thursday, December 14,2023. Please include the RFQ name in the subject line ofthe email correspondence. The improvements consist of (1) the conversion of each grass field into a synthetic turf playing surface with suitable artificial turfand infill that meets the respective owner's desired specifications and (2) improvements to each running track as specified by the respective school district. Each school district is requesting proposals from qualified, experienced Design-Build Contracting Firms for services associated with the design, permitting, and construction activities necessary to provide "turnkey" upgrades to the athletic fields and tracks at the subject schools. The following may be considered a minimal list of project requirements, and shall not be considered allinclusive: 1. Properly Evaluate Project Areas o Perform site visits, as well as survey and subsurface soils/geotechnical evaluations to ensure proper design. o Review existing conditions, site topography and drainage patterns. o Understand current and proposed uses. o Evaluate existing stormwater management permits, control measures, and conveyance systems. o Determine soil types and seasonal high-water table elevations. o Consider seasonal climate variations, inclusive ofstorm events. o Providing sufficient fencing to maintain security 2. Utilize Effective Design and Construction Methods o Use highly qualified design professionals, licensed for practice in North Carolina and eligible to work for NC State Agencies. o Meet with representatives of the school district on a regular basis to review design opportunities and constraints. o Conduct any necessary code and zoning research on safety, function, transportation and accessibility. o Identify regulatory agencies and permits required forthe project. o Assess programming and overall facility use needs as may be applicable. o Review artificial turf, track surface, and lighting specifications and use methods to allow staff to make a proper material selection based on programming, cost, and maintainability. o Design base that meets all critical elements for long term surface stability and effective drainage. o Confirm structural foundation for goal posts and other vertical elements. o Ensure proper materials selection and workmanship by highly skilled professionals. o Implement compaction and other measures to avoid fill settlement. o Effective utilization of time and resources to meet budget and schedule constraints. o Certify construction standards and warranty workmanship. o Power on side lines.
