The work covered by this section includes the furnishing of all plant, labor, transportation, tools, equipment and materials, and performing all operations in connection with the drilling, casing, screening, developing, and testing of individual water wells for home sites, and site cleanup, all in accordance with these specifications and applicable drawings. This is a Solicitation Notice for solicitation number 75H70124Q00007, Nelson New Test Well (Snohomish County, WA), a construction project for the Indian Health Service (IHS), Division of (DES) prepared in accordance with FAR Part 13 and 36. The purpose of this project will be to install a residential drinking water well on fee land. This project will be procured as a 100% Small Business - solicitation under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction. The associated size standard for this procurement is $45 million. Please review all attachments to this notice for details. SCOPE OF WORK: See Section C of the attached solicitation for details. LOCATION OF PROJECT: Arlington, WA TERO: TERO fees do NOT apply. CONSTRUCTION DURATION: Period of is 30 calendar after issuance of a Notice to Proceed. CONSTRUCTION : In accordance with FAR 36.204, the of this construction project is anticipated to be less than $25,000. SITE VISIT: See FAR 52.236-27 SITE VISIT (CONSTRUCTION)(FEB 1995) on page 31 of the solicitation. CONTRACT TYPE: The IHS intends to a Firm Fixed Price (FFP) construction contract in support of this requirement. This solicitation will be procured as a Request for Quotes (RFQ) in accordance with FAR Part 13 and 36 procedures. QUOTE REQUIREMENTS: See Section L of the solicitation. QUOTE DUE DATE: The quote must be submitted electronically no later than the due date and time indicated in block 13 of the SF1442, unless changed by . EVALUATION: In accordance with FAR 13.106-2, the evaluation for this will be based on price and the quoter's compliance with the terms and conditions for this request for quotes. See Sections L&M of the solicitation for specific requirements. Prices quoted must reflect the offeror's understanding of the requirement, ability to perform, and be considered and reasonable to the Government. Price is the discriminating factor for among offers. The Total Firm Fixed Price (inclusive of Option Items) listed in block 17 of the SF1442 will be utilized for the overall price evaluation and to determine the lowest priced offer. For the purposes of this procurement, a concern is considered a small business if its average revenue for the last three (3) years is less than $45 million.
