McKenzie County REQUEST FOR PROPOSALS (RFP) The McKenzie County Commission requests Proposals for Design Engineering and Construction Engineering Services for McKenzie County 2024 Chip Seal Project. Scope of Work: Design activities include survey, quantity calculation, cost estimates, and final construction plans and specifications for bidding. Construction engineering services to ensure proper adherence to completed design and construction specifications. The awarded consultant will conduct design and construction engineering services per McKenzie County requirements for chip seal, crack seal, fog seal, and pavement marking construction. The project scope and budget will be tracked and McKenzie County will be notified of any potential changes. Additional services, if required, may be negotiated and supplemental agreements issued based on the consultant's performance, the consultant's proposal and available funding. All work shall be performed to McKenzie County standards and procedures. The McKenzie County Road and Bridge Department will engage the services of a qualified consulting engineering firm (Consultant) to perform design engineering, construction engineering, and affiliated services to complete the following project: 2024 Chip Seal 16th Street NE in Watford City - approximately 0.5 miles County Road 16 - approximately 19.6 miles County Road 31 - approximately 13.0 miles County Road 53 - approximately 14.3 miles County Road 14 - approximately 8.4 miles Additional information regarding the roads above is available upon request. The selected Consultant will be responsible for all construction inspection, material testing and survey to assure the Contractor's work is performed according to the governing specifications, plans, and special provisions including the provisions of the North Dakota Department of Transportation (NDDOT) Standard Specifications for Road and Bridge Construction, Materials Sampling and Testing Manual, and Construction Records Manual as applicable. The Consultant's material sampling and testing personnel must be certified under the NDDOT Testing Qualification Program. The selected Consultant shall provide a Registered Engineer to directly supervise all Construction Engineering projects as required by Title 28 of the North Dakota Administrative Code. The selected Consultant will prepare the required engineering and administrative documents and records as required by the McKenzie County Road and Bridge Department. The selected Consultant shall provide a work force adequate to perform the work necessary to meet the Contractor's work schedule. The Consultant's Project Manager assigned to the project shall be capable of reading and interpreting project documents for proper execution of the project in accordance with the plans and specifications. The proposal pages shall be numbered and must be limited to 5 pages in length. Proposals that exceed the page length requirement will not be considered. This section should contain your approach and project specific plan. Each proposal will be evaluated by a selection committee consisting of McKenzie County staff members and/or representatives. McKenzie County reserves the right to interview Consultants, if deemed necessary by the selection committee. Consultants not selected will be notified in writing. McKenzie County reserves the right to reject any or all proposals. The method of Contractor Selection has not been Determined at this time.
