The City of Phoenix is seeking qualified contractors to do business on an on-call basis to provide Water Treatment Plants General Construction Job Order Contracting (JOC) Services Questions pertaining to this selection process or contract issues should be directed to the Contract Specialist, Liz Blakley at (602) 495-3654. A Small Business Enterprise goal of 4% has been established for this project. At a minimum, the Contractor will be expected to successfully perform the following construction services at the City's five water treatment plants, including, but not limited to: o Installations and/or replacement of mechanical equipment, such as well and booster pumps, chemical feed equipment, valves and/or actuators. o Installations of instrumentation and electrical equipment, such as analyzers, meters, sensors, variable frequency drives, and Supervisory Control and Data Acquisition (SCADA) system components, including conduit and/or wiring. o Programming Remote Terminals Units (RTUs), Programmable Logic Controllers (PLCs) and instrumentation to control facilities in accordance with City Operation Divisions control strategy. o General work such as building modifications, painting, specialized maintenance and concrete, masonry, or structural steel work. o Emergency repair services. o Pre-construction and post construction services. o Engineering design services when necessary or required. o Waterline rehabilitation, repair, or replacement. The five water treatment plants are: o 24th Street Water Treatment Plant o Deer Valley Water Treatment Plant o Val Vista Water Treatment Plant o Union Hills Water Treatment Plant o Lake Pleasant Water Treatment Plant This will be for a 36-month duration or $24,000,000 per JOC, whichever occurs first. The JOC will include an option to renew, based on the Contractor's satisfactory performance, the City's need for additional services, and funding availability. The option to renew will be for an additional 24-month term or the balance of the maximum contract amount of $16,000,000, including all JOC amendments. The City intends that each Job Order Agreement (JOA) issued under this JOC will not exceed $2,000,000 in construction costs, but in no event will any JOA exceed $4,000,000 subsequent to Council approval of the change in limits. The Contractor is required to provide performance and payment bonds for the amount of each Job Order proposal prior to executing the Agreement. During the term of the JOC, work is performed as a series of individual Job Orders. Each Job Order Agreement, initiated by the City, is defined cooperatively by the City and the Contractor. A scope, schedule, and price are agreed upon, and the Contractor is directed to proceed with the work. JOAs may include pre-construction services, construction work, project management and contract administration as comprised within the Contractor's construction management plan.
