The general approach will include site investigations, assessments, preliminary design, preparation of tender documents and the contract administration of the Cleaning and Condition Assessment Contract to be awarded to the successful proponent. The Consultant's services to be provided include, but are not limited to: a) Review previous inspection reports, historical information, as-built drawings, maps, operating information, and other relevant documents; b) Investigate the specific areas; take photographs, identify existing site conditions, any obstructions, permits or permissions needed and any other constraints that may affect future inspections of the identified sewers; c) Provide GPS location coordinates and determine the condition of all maintenance holes; d) Document findings in a Site Investigation and Assessment Report for use in the plan of future inspection methods and protocol Identify and evaluate the different methodologies used to conduct cleaning and condition assessment of limited access sanitary sewers and prepare an Inspection Methodologies and Plan Report for the cleaning and condition assessment of all segments identified in the attached maps. At a minimum, the report shall include: a) Description of the work required to complete the cleaning and condition assessment, including site conditions and constraints, site map, drawings and sketches; b) Pictures of potential inspection sites, with greater detail required for the area/component being recommended for inspection access; c) Description of alternatives with recommended methods and techniques for cleaning and inspection; d) Identification of all permits, approvals, service interruptions, and other regulatory requirements that will be necessary to complete the cleaning and condition assessment; e) Preliminary time and cost estimates as identified in a time and task matrix for cleaning and condition assessment; f) Consideration of the combination of various work items under a single contract, as appropriate; g) Suggestions for future actions to minimize total lifecycle costs related to inspection and condition assessment of the (3) identified areas; h) Review of alternatives and recommendations in workshop format with Operations, Engineering, and other relevant staff to identify potential issues and barriers to recommendations; i) Review and identify communication requirements and customer notification protocols (if necessary), in coordination with the Region's Operations staff; j) Identify and document which maintenance holes are exposed at the surface and which require possible excavation.
