The owner has determined a prequalified list of design build company. The City of Lincoln City is requesting progressive design-build proposals for the design and construction of upgrading 1,842 feet of 14-inch AC sanitary sewer line. The project is located near SE 2nd Ave east of Hwy 101. The design/build team shall develop with the City a design and construction method for upgrade the sanitary sewer line across a canal and Devils Lake. There will not be a pre-submittal meeting or site visit conducted by the City. Proposers are required to conduct a field review of the project area on their own to acquaint themselves with pertinent conditions prior to preparing and submitting their proposal. All questions or requests for clarification shall be directed in writing to the Terry Chamberlin, Project Engineer, via email: tchamberlin@lincolncity.org, or by regular mail to Lincoln City, PO Box 50, Lincoln City, Oregon 97367. All written questions must be received by the Project Engineer by 5 PM PST on December 22, 2023, 10 calendar days prior to the Bid Due date. The Project Engineer will determine appropriate responses, if any, and if necessary an Addendum will be issued to all plan holders of record at least 5 calendar days prior to the Bid Due date. Any verbal response(s) obtained from any source by bidders will be considered informational and shall not be relied upon by bidders. The Contractor must comply with the provisions required by ORS 279C.800 to ORS 279C.870 (PREVAILING WAGE RATE). City may cancel this procurement or reject any bid that does not comply with all prescribed public bidding procedures and requirements, including the requirement to demonstrate the bidder's responsibility under ORS 279C.375 (3)(b) and that City may reject for good cause all bids after finding that doing so is in the public interest. Certain project background documents, provided in the RFQ Attachment "B" are for the purpose of preparing the Proposal. The Owner has provided these documents only for the purpose of obtaining Proposals for the Project and does not confer a license or grant for any other use. The extent to which the Design-Builder may rely on such background documents is set forth in Attachment "A "(Draft Design-Build Contract). This project is to design and construct an upgrade to the 14-inch sanitary sewer lines to reduce inflow and infiltration into the system. The project will include upgrading 1,842 feet of 14-inch pipe and 12 sanitary sewer service laterals from the main line to the building. The sanitary sewer line crosses a canal and Devils Lake with the crossing across the Lake being very shallow.
