Historically the City has implemented an annual hot mix asphalt (HMA) overlay program. This program has been one of the City's primary means for implementing pavement preservation and has been instrumental in helping prevent conditions where full depth reclamation is required. HMA overlays are just one of many preservation methods and unfortunately are often the least economical. With limited financial resources it is important for the City to utilize best practices and policies to properly manage and maintain roadway assets. Pavement Preservation is defined in the WSDOT Pavement Preservation Guide for Local Agencies as "a program employing a network level, long-term strategy that enhances pavement by using an integrated, cost-effective set of practices that extend pavement life, improve safety and meet motorist expectations. The pavement preservation plan proposed herein is intended to better fulfill this definition. It provides the flexibility to select and implement the most appropriate treatment for each individual need. Different treatments include but are not limited to the following: - HMA Overlay - Chip Seal - Slurry Seal - Micro-Surfacing - Fog Seal - Crack Seal As of November 28, 2023, this project is included in the City of Chelan's FY 2023-2027 Capital Improvement Plan (CIP) and funding allotted for construction in FY 2025. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
