Question Acceptance Deadline 1/11/24 11:00 AM MST/MDT The response to the Request for Proposal shall be submitted by the closing date and time. Town Staff will review and score the proposals, and if necessary, conduct interviews. Once Town Staff has made a selection, the Professional Services Agreement will need to be signed by the Proposer and submitted to the Town Council to approve the agreement prior to the Town signing the agreement. -Anticipated Notice of Award February 14, 2023 -Anticipated Completion Date June 30, 2025 The Project Manager for this project is Wendi Palmer. All questions related to this bid should be submitted through the RMEPS website by 1:00 pm local time, on December 18, 2023. All answers to questions received will be sent in a formal addendum (if eeded), by December 19, 2023. No phone calls will be accepted. Questions are encouraged to be submitted early. If received prior to the Pre-Proposal meeting they will be included in the Pre-Proposal Meeting Agenda. If submitted after the Pre-Proposal meeting, they will be answered within a few days of submittal. 1. Task - Project Management/Pre-Design: o Attend a project kick off meeting. o Expand on the existing Coal Creek Conceptual Design Report incorporating impact to existing utilities, and existing improvements and propose a minimum of two alternative alignments with pros and cons and a recommendation for a preferred alternative. o The updated Coal Creek Conceptual Design shall utilize existing topography and identify potential utility conflicts. o Identify and begin environmental and historic preservation studies. o Implement a program for obtaining public input on the project. o Prepare a presentation of the updated Coal Creek Conceptual Design Report for the Town Council. o Based on input from Town Staff and Town Council, refine the conceptual design and obtain Staff approval prior to beginning the 30% design. o Bi-weekly meetings to report on progress and ensure the project is moving forward quickly. These meetings will be a hybrid with some team members meeting virtually and others in person. o Attend a 30% design review meeting. o Attend a 70% design review meeting. o Attend a 90% design review meeting. o Assist the Town in preparation of quarterly reports describing project progress and accomplishments, and/or any delays in meeting project objectives and expenditures. o Preparation of invoices shall include supporting documentation so the Town can submit for reimbursement. 2. Task - Data Collection: o Geotechnical services to determine subsurface conditions for design. o Obtain existing topography, Town GIS mapping, existing plans for Reaches 1 and 3, existing plans for the adjacent Erie Wetlands project and utility as-builts. The Town can provide as-builts for Town utilities. o Other utility companies need to be contacted to obtain their information. o Site survey to include surface features, underground utilities and updated topographic survey in the vicinity of the preferred alignment. Underground 7 utilities in the vicinity of the preferred alignment will require potholes to verify the elevation unless manholes and pipe inverts are can provide the elevation information. o Obtain and review previous studies. o Identify permitting necessary. o Subsurface Utility Engineering (SUE) plan and report. 3. Task - Engineering Design Phase: o Prepare 30% preliminary construction plans for Town review. o Prepare a 30% cost estimate. o Prepare 70% construction plans for Town review. o Prepare a 70% cost estimate. o Finalize Geotechnical Report. o Finalize Site survey. o Finalize Subsurface Utility Engineering (SUE) plan and report. o Identify all easements, permanent or temporary construction, needed to construct the project and prepare legal descriptions for each easement. The Town will negotiate the easements and prepare the easement agreement. 4. Task - Environmental Studies o Complete environmental and historic preservation studies. o Submit studies for agency approval. 5. Task - Floodplain Permitting: o Prepare a Conditional letter of Map Revision (CLOMR) utilizing the Flood Hazard Area Delineation (FHAD) database and not the Flood Insurance Rate Map (FIRM). The existing CLOMR for Reaches 1 and 3 will be incorporated into the CLOMR for Reaches 2 and 4. 6. Task - Refine Benefit-Cost Analysis (BCA): o The BCA will be refined with the 30% 70% and 90% cost estimates. Design changes may be necessary to ensure that the BCA is over 1. o The cost of the trail needs to be separate from the flood control portion of the project. 7. Task - Finalize Environmental and Historic Requirements: o Finalize environmental and historic reports based on agency comments. o Prepare all environmental permits needed. 8. Task - Final Design/Construction Plan phase: o Prepare 90% construction plans for Town review. o 90% Cost Estimate. 8 o Prepare a construction schedule. 9. Task - Pre-Bidding/Contract Procurement for Construction Phase: o Finalize plans for bidding purposes. o The trail needs to be a bid alternate to keep the cost separate from the flood control portion of the project. o Prepare Measurement and Payment description for each bid item to be included in the contract documents. o Prepare project specifications, making sure that all federal requirements are included. o Prepare schedule of unit prices for the bid documents. o Review and edit the Town's contract documents for bidding, making sure that all federal requirements are included. o Prepare Engineer's construction cost estimate.
