Environmental site assessment of vacant or occupied land at FAT or FCH. 2. Testing, identification, and inspection as required by the project specifications and construction manager. 3. Reports detailing test results in a timely manner as identified in the project specifications. 4. Provide Department with detailed analysis of inspection and test results including an assessment of possible risks and mitigation requirements. 5. Perform asbestos and/or lead surveys, testing and risk assessment. Preparation of abatement and monitoring plans. Provide program monitoring services as needed. 6. Develop design parameters, provide engineering reports, estimate abatement/construction/repair costs, determine methods of remediation, removal, abatement and disposal, prepare abatement plans and specifications, provide construction administration, prepare as-built drawings, review shop drawings, provide inspection, observation, air monitoring, oversight and inspection of the work under and be approved by a responsible party licensed in the State of California. 7. Preparation of initial studies, negative declarations, mitigated declarations and environmental impact reports. 8. Preparation and processing of documents as necessary and in accordance with federal, state, local government, and local agency regulations. 9. Preparation and processing of permit copies of plans and details in compliance with federal, state and local government permit processes and plan check requirements as required. 10. Provide close-out reports to document project compliance at the conclusion of the project. The City of Fresno (CITY) Airports Department (Department) is requesting Statements of Qualification (SOQ) from Environmental Engineering and related firms to provide consulting services including, but not limited to, environmental site assessment, hazardous materials surveying, identification of hazardous substances and solid wastes, reports, technical studies, permits, testing, analysis, mitigation plan preparation and monitoring at Fresno Yosemite International Airport (FAT) and Fresno Chandler Executive Airport (FCH) including but not limited to those identified on Exhibit A on an individual project or on call basis over the next five (5) years. Firms or individuals with experience in environmental services are encouraged to participate. Consultant selection will follow FAA Advisory Circular (AC) 150/5100-14E. The CITY reserves the right to terminate the selection process and/or re-advertise for services at any time in this process. The method of Contractor Selection has not been Determined at this time.
