The intent of this Request for Qualifications (RFQ) is to obtain the necessary information to identify a qualified consultant to assist St. Lucie County develop a Facilities Master Plan to guide the development of County properties and programs located throughout St. Lucie County over the 20-year time frame. Plan will need to be reviewed in 3 to 5-year intervals based on County need. The work will include: o review of background information o review of related plans and programs o review inventory and condition analysis of all County facilities o develop a population growth assessment and program demand analysis o develop a related gap analysis and action plan o develop program options and recommendations o prepare and present the final Master Plan Report Background: St. Lucie County encompasses 572 square miles, including 21 miles of coastline and serves a population of roughly 330,000. Located in the heart of Florida's Treasure Coast, there has been a steady stream of families moving to the Cities of Port St. Lucie and Fort Pierce, along with unincorporated St. Lucie County. The purpose of a Facilities Master Plan is to develop a strategic plan that addresses the longterm needs for St. Lucie County. The Plan and associated recommendations for its implementation, will assist the County in completion of future infrastructure improvements or new construction in a cost-effective and timely manner while meeting the projected maintenance needs and operational practices of St. Lucie County. The method of Contractor Selection has not been Determined at this time. Licenses and certifications; For the APPLICANT FIRM ONLY: o Attach a copy of the current Florida Department of Professional Regulation License(s) and registration with the appropriate Board(s) for your firm and each of the license numbers listed in Tab #3. o If a corporation, submit your State of Florida proof of incorporation. o If not a corporation, submit a copy of your State of Florida Division of Corporations form showing your State registration or your license if you are a sole proprietorship. In accordance with the statute, contractors must be required to pay wages to laborers and mechanics at a rate not less than the prevailing wages specified in a wage determination made by the Secretary of Labor. In addition, contractors must be required to pay wages not less than once a week.
