Submit bids according to the Instructions to Bidders. 1. Regulatory Requirements: Texas State procurement guidelines shall govern submittal, opening, and award of bids. Project Description: Project consist of replacement of existing windows, repair to portions of existing CMU, installation of EIFS over portions of exterior walls, new wood columns at entry canopy and metal roof coping to replace the existing. No Proposal may be withdrawn for a period of 30 days after Proposal due date without the consent of the Owner. Bids received after Proposal deadline will be returned unopened to Bidder. Personal delivery of Proposal is recommended. The Owner reserves the right to reject any and/or all Bids, or accept any Proposal or portion thereof most advantageous to the Owner after the ranking and evaluation. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time, work is subject to liquidated damages of $200/ day thereafter. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder. a. The Owner invites bids from qualified Contractors on the form enclosed herein for the above-referenced project for all new materials, equipment, and labor required to accomplish the work contemplated by the plans and specifications and as may be required to fulfill the intent of the drawings and specifications. b. The Owner may consider informal any bid not prepared and submitted in accordance with the provisions herein and may waive any formalities or reject any and all bids. Any bid may be withdrawn prior to the above-scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bidder may withdraw a bid within thirty (30) days following the actual date of the opening thereof.
