Provide all labor, materials, equipment, and permits to upgrade the energy efficiency of residence 1 by air sealing, insulating, replacing entry door and windows, and installing heat pump at the Department's Minter Creek Hatchery, located at 12710 124th Ave Ct KPN, Gig Harbor, Washington 98329, in Pierce County. Engineer's Estimate: $60,000 Minority and Women's Business Enterprises (MWBE) are encouraged to participate in the bidding as prime contractors, subcontractors, or suppliers. Bid Bond: For bids of $35,000 or less, no bid guarantee is required. Bids greater than $35,000 shall be accompanied by a certified check, cashier's check, or bid bond payable to the Washington Department of Fish and Wildlife in an amount equal to at least five-percent of the bid as evidence of good faith and as a guarantee that, if awarded the Contract, the bidder will execute the Contract and give separate bond as required, see Section 00702.06. No oral, email, telephonic, faxed bids or modifications will be accepted or considered. Substantial Completion shall be achieved by February 28, 2024. Final Completion shall be achieved by March 6, 2024. The undersigned agrees to pay the Owner as liquidated damages the sum of $197.00 for each consecutive calendar day that is in default after the Contract Time. Liquidated damages shall be deducted from the Contract by Change Order. A. Base bids greater than $150,000; Contractor shall provide separate Payment and Performance Bonds, each executed by Contractor and Contractor's Surety. B. Base bids $150,000 or less, Contractor shall provide separate Payment and Performance Bonds, each executed by Contractor and Contractor's Surety, unless the Contractor agrees Owner may, in lieu of the bond(s), retain 10 percent of the Contract Sum for the period allowed by RCW 39.08.010. The goal of this project is to improve the energy efficiency of residence 1 at the Minter Creek Hatchery located near Gig Harbor, Washington. The scope of work includes all work as shown in the Drawings and described in the Specifications. Bid Item 1: Air Seal & Insulate: A. Air Seal: Air seal all cracks, gaps, and penetrations throughout residence. Seal all accessible ducting system connections, elbows, sleeves, and boots. B. Insulate: Install insulation in the attic to bring the R-value to R60. Include damming around the attic access and baffles to project passive ventilation. Bid Item 2: Replace Entry Door & Windows: A. Replace Entry Door: Remove and replace the existing exterior door with insulated exterior door that provides a weather tight seal. Include all hardware and miscellaneous materials necessary for a complete and functional installation. B. Replace Windows: Remove and replace eleven (11) existing basement windows with energy efficient windows. Provide a weather tight installation and include all hardware and miscellaneous materials necessary for a complete and functional installation.
