Central Florida Expressway Authority is seeking professional consulting services to provide support in publishing an update to the 2019 Sustainability Study. This new Sustainability Study shall evaluate and provide updates to the recommendations included in the 2019 Sustainability Study based on changes in the technology and legislative landscape. In addition, the update shall include an evaluation of the current systems at CFX to determine future needs and formulate an implementation strategy for the future development and maintenance of the sustainability system. The Sustainability Study shall investigate various sustainability methodologies that have been implemented at a national, statewide, or regional level. The Consultant shall provide a final comprehensive report that shall contain all recommendations and a system-wide implementation methodology. The Sustainability Study shall be in sufficient detail to support the development of design, plans, specifications, and estimates to phase implementation of the projects. The study shall provide an assessment of the energy potential, system size, cost, location, risks, and benefits associated with each sustainability effort. The report shall also contain necessary background research, technical analysis, and coordination with national, local and regional agencies to support the sustainability goal established by CFX. Central Florida Expressway Authority (CFX) requires the services of a Professional Engineering Consultant in connection with Contract No. 002075, to provide support in publishing an update to the 2019 Sustainability Study. Shortlist consideration will be given to only those firms who are qualified pursuant to law, and as determined by CFX, based on information provided by the firms, and who have on staff a Florida State License-Florida P.E. Electrical Engineer. Firms are advised that requests made for project information and files must be made through the CFX Contact Person shown below. Any violation of this requirement will be grounds for rejection of a submittal made in response to this notice. DISADVANTAGED/MINORITY/WOMEN/BUSINESS ENTERPRISE PARTICIPATION: Disadvantaged/Minority/Women/Business Enterprises will not be discriminated against on the basis of race, color, sex, or national origin in consideration for qualification or an award by CFX. CFX has established a 15% participation objective for D/M/WBE firms for each project. INSPECTOR GENERAL: By submission of a Letter of Interest, the Consultant understands and shall comply with subsection 20.055(5) Florida Statutes. NON-SOLICITATION PROVISION: From the first date of publication of this notice, no person may contact any CFX Board Member, Officer or Employee or any evaluation committee member, with respect to this notice or the services to be provided. All such requests for information shall be made to the CFX Contact Person indicated below. Refer to the lobbying guidelines of CFX on the CFX website for further information regarding this Non-Solicitation Provision. PROHIBITION AGAINST CONSIDERING SOCIAL, POLITICAL OR IDEOLOGICAL INTERESTS IN GOVERNMENT CONTRACTING: Consultants are hereby notified of the provisions of Section 287.05701, Florida Statutes, as amended, which confirm that CFX will not request documentation of nor consider a Consultant's social, political, or ideological interests when determining if the Consultant is a responsive or responsible Consultant. Consultants are further notified that CFX's Board shall not give preference to a Consultant based on the Consultant's social, political, or ideological interests. CONFLICT IN CONTRACTUAL OBLIGATIONS: If selected, the consultant, during the term of its agreement with CFX, will not be eligible to pursue any advertised construction engineering and inspection projects of CFX as either a prime or subconsultant where the consultant participated in the design of the projects. Subconsultants are also ineligible to pursue construction engineering and inspection projects where they participated in the design of the projects.
