Hall County, Georgia, Board of Commissioners is seeking proposals from professional and qualified Contractors for Demand On-Call Services general construction projects initiated and managed by Hall County, Georgia. The intent of this RFQ is to generate a pool of highly qualified on-call contractors specializing in general construction services, including (but not limited to) General Contractor-for-Hire, new construction maintenance, repair and renovation of County owned facilities. The County will issue Task Orders to the awarded pool of General Contractors as opportunities to bid on various projects as needed. The County is seeking an initial term of one-year with four (4) one-year renewal options, for a potential total of five (5) years. The County reserves the right to issue Requestfor-Clarification of information submitted and to request additional information as needed. The County considers a bid response as an irrevocable offer, good for a period of one-hundred and twenty (120) days from submission. The County reserves the right to retain all proposals submitted and use any idea(s) in a proposal regardless of contract award or not. The County shall have the right to waive any informality or irregularity of immaterial deviation in any bid received. Questions: Bidder's must present all questions in writing and directed solely to the issuing officer at jdorough@hallcounty.org. The successful Contractor(s) may provide general contractor services for various Hall County Government departments. Actual work will be coordinated on a job-by-job basis, and the Contractor(s) will be asked for a quote via Task Orders. The bidding Contractor(s) must demonstrate substantial experience and qualifications that are standard to the trade in undertaking and completing the type of work required. The successful contractor cannot perform any work without an Purchase Order and a Notice-to-Proceed letter from the County and must stay within the scope of the needed services. The successful contractor will be required to have personnel on site to perform requirements of the task order within the agreed upon time. Contractors will not be paid for mileage and travel time to and from the work site(s). Time charges shall begin when employee reaches each work site and end when employee leaves. Time of completion for the work authorized under each purchase order will be established at the time of issuance of each task order. If contractor fails to complete the work within the time allotted, then contractor agrees to pay Hall County Liquidated Damages. In the event that the Contractor unreasonably delays completion of the project, or who abandons the project before completion, the Contractor shall pay the County liquidated damages up to eight-hundred ($800) per day. Performance and Payment Bonds. When a project is identified and task orders are sent to the vendor pool, the vendors must respond with their price proposals, or enter a 'no-bid'. The successful awarded Contractor must furnish to the County both a Performance and Payment bond equal to one-hundred percent (100%) each of the total amount of the awarded project if requested by the County Bidders Questions Due Date: December 7, 2023 County's Response to Questions Due Date: December 14, 2023
