The proposed project will include water main/services/hydrants, sewer main/services, stormwater management facilities with the goal of infiltration, roadway improvements, two roundabouts, illumination, signing, striping, traffic signal design and timing, pedestrian, bicycle, and ADA improvements, irrigation and landscaping, right of way assistance, survey, environmental documentation, archaeological investigation, grant and loan funding assistance, geotechnical services, assistance during bidding and construction, public involvement, and local, state, and federal permitting assistance. In the absence of federal funding, there is NO DBE GOAL for this contract. Design is expected to be funded with local funds only. The project limits will extend from The Dalles Military Road/SE 12th Street intersection with Myra Road and extend south to Taumarson Road. BACKGROUND: Myra Road is a principal arterial that connects US Highway 12 with SR 125. For much of its length, it also represents the boundary between Walla Walla and College Place. Walla Walla County's Long Term Arterial plan, as well as the City of Walla Walla's Comprehensive Transportation Plan, both include an extension of Myra Road south to Taumarson Road. A preliminary design for the project was established in 2016 (prepared by PBS Engineers). Right of way acquisition for the project is nearing completion but will require final documentation review and approval by WSDOT. The preliminary design includes the extension of water and sewer lines to the south of SR 125, illumination, access improvements to/from Commercial Drive and Twin Creek Place, a multi-lane highway roundabout at SR 125, a single lane roundabout for future access to undeveloped land south of SR 125, an intersection with Highland Road (minor road stop controlled), and a signalized intersection with Taumarson Road. The conceptual layout is attached to this RFQ. The City reserves the right to reject any or all summary of qualifications, or portions thereof and waive minor irregularities. Any changes, additions, or deletions to the RFQ by the City will be made by written addendum only and will be posted on the City's website under "Bids and RFPs." Prior to submitting qualifications, all interested firms shall check the City's website after 10:00 a.m. on Thursday, December 14, 2023, to confirm receipt of all addenda. The method of Contractor Selection has not been Determined at this time.
