GENERAL DESCRIPTION: The scope of the Project consists of relining 800 lf of 8-inch sanitary sewer main and 200 If of 6inch sanitary sewer lateral, restoration and all other associated work on North River Lane in Killingly as shown on the plans. No bidder may withdraw their bid within 60 days after the actual date of bid opening. Should there be a reason why the contract cannot be awarded within the specified period, this time may be extended by mutual agreement between the Town and the designated, qualified low bidder. A surety company bid bond, for 5% of the amount of the bid must accompany each bid; a certified check made out to the Town of Killingly will be accepted. The Town of KILLINGLY reserves the right to reject or accept any and all bids in part or in whole, to waive informalities, to independently determine the qualifications of the bidder, to check references, and to determine the lowest responsible and qualified bidder based upon its own investigation. To the extent this Project is or exceeds the Project value where the bidder is required to be prequalified pursuant to Conn. Gen. Stat. Section 4a-100, the bidder shall be prequalified as required by law. 3. SCHEDULE of CONSTRUCTION and Time of COMPLETION The successful bidder is required to start within fourteen (14) calendar days of the date of the Notice to Proceed and all work, including cleanup and removal of all tools and equipment, must be completed within ninety (90) consecutive calendar days beginning on the date of the notice to proceed. The Notice to Proceed will not be issued until all parties have a clear understanding of material availability. The successful bidder, at the time of the execution of the Contract, shall furnish a performance bond in an amount equal to one hundred percent (100%) of the contract prices as security for the faithful performance of this contract and also a payment bond in an amount not less than one hundred percent (100%) of the contract price as security for the payment of all persons performing labor on the project under this contract and furnishing materials in connection with this contract. All bonds shall be in the forms prescribed by Law or Regulation and be acceptable to the Town. Surety companies executing bonds must appear on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in the State of Connecticut. Bidder shall provide evidence that surety company is licensed to conduct business in the State of Connecticut. All sureties shall be in full force throughout the guarantee period and until the retainage is released. Contract Time and Liquidated Damages Liquidated damages shall apply to this Project and will begin on the ninety first (91) calendar day following the date of the notice to proceed. The charge to apply will be FIVE HUNDRED DOLLARS ($500.00) per calendar day. The Town reserves the right to accept or reject any or all proposals / bids in part or in whole, to waive informalities, to seek clarifications, and to award a contract, if at all, to the Bidder that the Owner determines is the lowest, responsible and qualified Bidder if the Owner determines it is in the Owners best interests to do so.
