Site work and paving for a mixed-use development in Lynnfield, Massachusetts. Completed plans call for site work for a municipal facility; fire / police facility; road / highway; and for paving for a road / highway.
The Town Hall Site includes a one to two-story brick building containing municipal offices, police and fire department offices, and is also developed with bituminous asphalt parking/driveway areas and landscaped areas. In April 2023, Weston & Sampson collected soil samples at the Site in support of planned Town Hall redevelopment activities. Laboratory analysis of the soil samples identified concentrations of metals in soil exceeding applicable Reportable Concentrations, Category S-1 (RCS1) as defined in the Massachusetts Contingency Plan (MCP). Specifically, elevated metals were detected in test pit location "TH-COMP-1" including arsenic at 166 milligrams per kilogram (mg/kg), and lead at 404 mg/kg. Follow-up analysis for toxicity characteristic leaching procedure (TCLP) indicates the metals are not leaching. The soil sample was composited from 0 to 8 feet below existing grade. The Contractor shall provide all equipment, labor, and materials as needed to excavate, manage, transport, and dispose off-Site up to 150 cubic yards of metals-impacted soil at the TH-COMP-1 location as indicated on Figure 1 in Attachment A. Soils shall be transported under a Massachusetts Bill of Lading (BOL) and disposed at a licensed disposal facility permitted to accept such material. Groundwater is located at approximately 9 to 19 feet below grade and is not likely to be encountered during completion of the scope.
