Remodeling of a mixed-use development in Fort Wayne, Indiana. Conceptual plans call for the remodel of a medical facility.

Request for SF 330s, AE Remodel Fort Wayne Kitchen Scope of Work The Architect/Engineer (A/E) firm shall furnish professional services (including, Construction Documents, Technical Specifications, Statement of Conditions Drawings, Construction Administration, site survey, design narrative/analysis, calculations, construction cost estimates, and sample boards in accordance with professional standard practices and VA criteria) to remodel the kitchen area with emergency power functionality and increase available space in the loading dock area at VA Northern Indiana Health Care System, Fort Wayne Campus, 2121 Lake Avenue, Fort Wayne, IN 46805. The Project will remodel all required infrastructure for building functions such as electrical rooms, mechanical rooms, engineering rooms and housekeeping and storage rooms. All submissions will be according to A/E Submission Instructions for Project 610A4-22-102 Remodel Fort Wayne Kitchen Space. The A/E Firm Shall provide all necessary services to complete the following: Design will include the following items and program areas: Demolition of Kitchen Area. Demolition will include: Removal of structures, footings, foundations, floor slabs and utilities. Demolition of parking as required to maintain minimum distance from building. Construction of a Kitchen Area with reduced footprint to accommodate the following functions based on the guides, manuals and planning criteria: Support Areas: Clean and Soiled Utility Rooms Supply, Equipment and Storage Rooms Environmental Management Closet/Storage Rooms IT Closet Electrical Closets Staff and Administrative Areas: Offices as authorized for Chief, AO/Assistant, etc. Staff Workstations and Rooms Conference / Training Room Staff Locker/Changing Room Staff Toilets Electrical Closet The VA will provide a program for design for the project in the Space and Equipment Planning System (SEPS). It is expected that the program will be smaller than the allotted space. The A/E along with the VA will work with the department to trim or eliminate the department to fit in the space. Special items to consider for this project: Locations of IT closets and electrical closets should be designed to stack throughout the existing facility. VA will provide the A/E the results of the most recent facility asbestos inspection report. A/E will use this report and should include all items from the provided report with no additional testing required. A survey will be required for any additional items not included in report, but should be noninvasive, to not disrupt occupants of Building 7. A/E shall ensure all asbestos removal/remediation is included in the construction drawings. Ensure the fire suppression system is of adequate size to handle the Kitchen Area. Include fire pumps as necessary. A/E shall develop and provide schedules of equipment and furniture necessary to activate and operate the newly constructed area. Schedules will be shared with the VA in excel format as well as provided within the construction drawings broken down by each room to help activate the space. The A/E will coordinate with the facility for equipment items to be reused on the project. A/E shall submit project through the VA for all required Section 106 compliance including SHPO review. This campus and building are currently not considered historic. A/E will be responsible for complete functional design and provide biddable documents meeting all the requirements. All work shall be coordinated with upcoming and current project to prevent any duplication of efforts. A/E design is to comply with the following: Construction & Facilities Management (CFM) Sustainable Design Program and applicable sections of the Sustainable Design Manual (latest edition), available at http://www.cfm.va.gov/til/sustain.asp. NFPA, OSHA, ANSI, TJC, NEC, EPA, VA and VA NIHCS regulations and standards as well as other applicable State, Local, and Federal Code requirements per PG-18-3 Design and Construction Procedures available at https://www.cfm.va.gov/TIL/cPro.asp. Applicable sections of VA publications, "Planning Criteria for Medical Facilities", H-08-9; and "Equipment Guide List", H-08-5 Considerations for design include Architecture, Structural, Plumbing, Mechanical, Electrical, and Technology. A/E shall utilize Design Manuals by discipline PG-18-10, and Space Planning Criteria PG-18-9. A/E shall follow PG-18-3 Design and Construction Procedures for applicable codes and construction procedures. Additionally, A/E shall incorporate HVAC Design Manual for New, Replacement, Addition and Renovation of Existing VA Facilities (latest edition) and HVAC System Controls and Design Considerations (latest edition) into design, and NFPA 101 Life Safety Code. The above guides are available on the VA Technical Information Library located at http://www.cfm.va.gov/til/. Applicable chapters of VA Master Construction Specifications will be prepared by the A/E, including any necessary adaptations. VA Construction Standards JH-08-3, VA HVAC Design Manual, VA Sustainable Design Manual, and, ASHRAE Standards (latest edition), shall apply to specific design requirements. Particular attention is called to CD4, "Symbol Identification of Contract Drawings", and CD5, "Contract Drawings Requirements". Equipment symbols shall be in accordance with Handbook H-08-6, "Standard Drawing Details". Handbook H-08-4 shall be utilized to the greatest extent practicable. The A/E shall carefully review all requirements of the latest edition of the Accreditation Manual for Hospitals, of the Joint Commission of Accreditation of Hospitals, with respect to design and operating requirements and report all conflicting conditions in writing. The A/E shall design all systems to maximize energy conservation and comply with requirements of VA HVAC Design Manual, VA Sustainable Design and Energy Reduction Manual, and ASHRAE Standards (latest edition). The A/E shall incorporate the VA Physical Security Design Manual for VA Mission Critical Facilities (latest edition) into the design to account for blast resistance, progressive collapse, column protection, wall protection and other requirements. A/E shall be responsible to review existing conditions to locations planned for development. Existing drawings of Kitchen are on file at the VA NIHCS for review by the A/E. Access to files shall be coordinated with the COR. The VA will employ a 3rd party commissioning agent to certify the design and construction meet Federal Mandates. The commissioning authority will verify the performance of the components and systems and, to ensure design requirements are met, develop a commissioning plan, inclusion of commissioning or requirements in construction documents, verification of installation and performance of commissioned systems (testing and system monitoring), operation/maintenance manuals and training, and a commissioning report. The A/E team shall work with the commissioning agent throughout the design and construction process to assure all sustainable objectives are met. Integrated Design Use a collaborative, integrated planning and design process that initiates and maintains an integrated project team in all stages of a project planning and delivery. The A/E shall develop the project utilizing Revit 2019 to develop architectural design drawings, renderings, construction documents, and record drawings at completion of construction as per the VA BIM guide located on the VA Technical Information Library (TIL). At each scheduled submittal date the A/E shall submit to the VA a list of the submitted files that shall include; 3D Views, Facility Data, and Revit Data Files. Submittal drawings shall be full size plots suitable for half size reproduction. A/E shall develop and provide VA approved deduct bid alternates to total 10% of the total construction cost: $5,080,000.00. Selection Criteria Proposed Design Team: The qualifications of all individuals which will be used for these services, including the Project Manager, key personnel and any consultants, will be examined. Specialized Experience: Including technical competence in the type of work required, as well as, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Capacity: Ability for the firm to accomplish the work in the required time. Location and Facilities of Working Offices: The geographic proximity of each firm and knowledge of the facility will be evaluated. This criterion will apply to the offices of both the Prime Firm and any Consultants. Past Performance/Reputation: standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. This factor may be used to adjust scoring for any unusual circumstances that may be considered to deter adequate performance by an A/E. Record of significant claims: Any record of claims against the firm due to improper or incomplete architectural and engineering services will be evaluated. Teamwork: Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates shall be included as an evaluation criterion when construction period services is included in the statement of work for A-E services. The Method of Contractor Selection has not been determined at this Time.
