FY 2023 CDBG Public Facilities Project This is to give notice that the Town of Tylertown is proposing to expend federal funds in a 100-Year Floodplain and possibly a wetland. The subject funds are provided by the Community Development Block Grant Program (CDBG), administered by the Mississippi Development Authority. This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and by Section 2(b) of Executive Order 11990 for the Protection of Wetlands and is implemented by HUD Regulations found at 24 CFR 55.20(b) for the HUD action that is within and/or affects a floodplain or wetland. The Town of Tylertown is proposing to undertake the following activities in the area: FY 2023 CDBG Public Facilities Project, which consists of CCTV inspecting approximately 20,000 linear feet of existing 6", 8" and I 0" sewer mains. The most problematic areas as determined by the video inspection will be rehabilitated utilizing cured-in-place piping and/or point repairs. In addition, fifty (50) sewer manholes (approximately 250 vertical feet) will be rehabilitated by regrouting tops or inverts and lining the interiors. Lastly, an emergency stand-by generator will be installed to operate the pump stations at the wastewater treatment facility during power outages. The majority of the sewer line and manhole improvements will be located in an area bordered to the North and East by the corporate limits, to the South by Beulah Avenue (U.S. Highway 198) and to the West by Union Road (U.S. Highway 27). Also, the proposed generator and a portion of the sewer main improvements would be located at or adjacent to the town's wastewater treatment facility on Sumrall Avenue. All the proposed improvements are located within the Town of Tylertown, Mississippi and could potentially affect +/- 1 acre of flood hazard and/or wetland areas. The purpose of this notice is to give an early opportunity for interested agencies, persons or groups to comment on the proposed action(s). The Town of Tylertown will consider any feasible alternatives or adjustments to the anticipated project which might minimize any potential adverse effects upon the floodplain/wetland as a result of the project.
