This Design Build Solicitation plus the resulting contract shall be consistent with and governed by the King George County Purchasing Ordinance and has been prepared in accordance with the Virginia Public Procurement Act. This section of the solicitation sets forth general information for all potential Offerors to assist in the preparation of proposals for the goods/services identified in this solicitation. The proposal submission requirements are addressed in Section 2 of this solicitation. King George County process for selecting the best proposal and developing a contract are summarized in Section 3. The requirements and processes set forth therein shall be binding on all Offerors. 1.1 PURPOSE OF THE REQUEST: King George County, a political subdivision of the Commonwealth of Virginia and a body politic, herein referred to as KGC, desires to obtain proposals on behalf of King George County (KGC) for purchase, design, set-up and connection of field lighting for Soccer fields at Sealston Park located at 11048 Fletchers Chapel Rd, King George, VA 22485. A site plan showing the location of the existing softball and baseball fields, and also showing the existing electrical panel, is provided as Attachment B. This Design Build Solicitation is part of a competitive procurement process that allows KGC to obtain the best value and also provides interested Offerors a fair opportunity for their services and capabilities to be duly considered. KGC intends to enter into a contract with the selected Offeror(s) using its standard Construction Services Agreement. A sample Construction Services Agreement is attached to this Request for Proposals as Attachment A. The contents of the proposal submitted by the successful Offeror, this solicitation and all modifications made thereof, will become part of any contract awarded as a result of this solicitation. For ease of reference, each individual/organization submitting a response to the solicitation will hereinafter be referred to as an "Offeror". An Offeror whose proposal would result in a formal agreement will hereinafter be referred to as a "Contractor". SCOPE OF WORK/SERVICES: The soccer lighting systems shall meet all requirements of the applicable industry standards, including the qualification and certification requirements of the Code of Virginia and the King George County Department of Community Development. Product/configuration substitutions may be considered. KGC, in its sole opinion, will determine whether the substitute is acceptable to KGC. Work shall include obtaining all permits and approvals from the King George County Department of Community Development. The intent and purpose of this Request for Proposals is to establish a contract with one qualified firm to furnish all labor, materials and equipment necessary for the purchase, design, set-up and connection of energy efficient and effective soccer field lighting, located at 11048 Fletchers Chapel Rd, King George, VA 22485, including all necessary electrical system improvements/upgrades. Work Shall include: 1. Furnishing and installing lights, poles, and supporting infrastructure that meet all industry standards for the soccer field. 2. Furnishing and installing supporting electrical infrastructure to safely power new lighting as well as upgrading and/or replacing existing electrical infrastructure. The selected Offeror shall also be responsible with coordinating all work with Dominion Energy and King George County Parks and Rec. 3. Preparing Plans and specs demonstrating: a. Sufficient lighting for playing surfaces with acceptable average target illumination level and pole designations as well as pole height. b. Impact on adjacent areas/properties, stating candle values at 150 ft from edge of field. c. Electrical plan including the electrical cabinet and necessary infrastructure to safely and legally power lights and comply with all state and local electrical codes. 4. Stamped Detail foundation design with a minimum of: a. All poles/foundations shall be designed using the current IBC code. b. Wind loads shall be based on latest International Building Code. c. Wind loads to be calculated using ASCE 7-10, an ultimate design wind speed of 115mph 5. Detailed warranty information specifying quality for specified time as well as product defect coverage and replacement plan. 6. Provide information for an automated control system to include monitoring, reporting, and access for personal contact to operate the system. Specify how this will integrate with established KGC systems . 7. Provide plan to supply photometric reports from Independent Testing Lab (ITL) or a Certified Lab along with an aiming angle summary for verification. 8. Manufacturer to provide a list of four (4) projects where similar technologies, warranty, and specific fixture proposed for this project has been installed in the Commonwealth of Virginia in the last three (3) years. Reference list will include project name, project location, installation date, contact name and contact phone number.
