SCOPE OF WORK 1.1 PURPOSE: The purpose of this Invitation for Bid (IFB) is to establish term contract(s) with qualified contractors to provide plumbing services to include simple repairs and more complicated services for Hanover County Government, Hanover County Public Schools, Pamunkey Regional Library, and the Pamunkey Regional Jail Authority (hereinafter referred to as the "County"). Services shall be provided on an "as needed" basis. 1.2 BACKGROUND: A. Hanover County: Hanover County's General Services-Facilities maintains 78 County-owned or occupied facilities/locations throughout the County. This consists of sixteen (16) Fire Stations, eighteen (18) tower sites, and all general government office buildings, including court services and the Hanover County Sheriff's Office. B. Hanover County Public Schools: Hanover County Public Schools is an award-winning school division that serves approximately 17,000 students in Pre-K-12 across 26 schools. These include 15 elementary, four middle, and four high schools, one trade and technology school, one K-12 online school, and one alternative education school. C. Pamunkey Regional Jail ("PRJ" or "Jail"): The Jail is a local adult detention facility for Hanover County, Caroline County, and the Town of Ashland, all located in Virginia. In addition, the Jail houses United States Marshall Service (USM) prisoners through an agreement with the USM Service and holds stateresponsible inmates waiting transfer to other Virginia Department of Correction facilities. The facility opened March 1, 1998, comprised of 127,00 square feet and housing capacity of 519 pre-trial and convicted inmates that includes: eleven (11) male and four (4) female housing units, 6-cell medical infirmary, administration and central control sections, general library, kitchen, barbershop, laundry, and separate classrooms for staff and inmates. The Superintendent is responsible for the operation and supervision of the Jail. Security staff operate two (2) - 12-hour shifts running from 6:00 A.M. - 6:00 P.M. and 6:00 P.M. - 6:00 A.M. There are six inmate headcounts in every 24-hour period. The Jail will be responsible for security of the inmates at all items, and provide the Contractor adequate ingress and egress, including reasonable use of existing corridors, passageways, driveways, loading platforms, etc. The Contractor shall ensure that all personnel connected with the work comply with the rules and regulations of the Jail. The Contractor shall always maintain proper security and control over personnel. The Contractor's personnel shall be subject to security checks and associated delays. Rules and regulations will be made known to the Contractor and their representatives by the Jail at the point of entrance to the Jail. Anyone bringing any inmate any items such as weapons, tools, food, drink, clothing, cigarettes, matches, correspondence, printed or electronic media or assisting inmates to escape, is in violation of State Law and will be prosecuted. No weapon, alcohol, drugs, or medication of any type shall be allowed on the Jail's property. The Contractor shall provide employees servicing the Jail a Contractor issued identification with photograph that is acceptable to the Jail. No persons will be permitted to enter the Jail without a valid identification. The Contractor and their representatives are limited to movement to and from and within the immediate area of delivery. The Jail reserves the right to refuse entrance to anyone who appears, in the Jail's sole judgment, to be under the influence of drugs or alcohol. The Contractor's personnel will park in an area designed by the Jail. The Jail has no liability to the Contractor for fraud, theft, damage, or loss from whatever cause to the Contractor and equipment/systems. This shall include without limiting the foregoing, vandalism and damage inflicted by inmates. SCOPE OF SERVICES: A. The Contractor shall provide all supervision, labor, equipment, machinery, tools, materials, supplies, parts, and transportation to perform the work. The Contractor shall be capable of performing repairs and component replacements normally encountered in plumbing projects. Work includes but is not limited to installation and repair of pipes, fittings, and fixtures of heating, chilled water, water, and drainage systems; relining storm and sewer lines; water, gas, and sewer services; drain cleaning; water heater services and install; and backflow valve inspections. Other requirements include installation and repair of plumbing fixtures (i.e., sinks, commodes, urinals, bathtubs, water heaters, water softeners, unclog drains). B. The Contractor shall have the capability of reading and interpreting engineer prepared and original manufacturers' specifications and plans (drawings/diagrams). Specific identification of County systems (make, models, manufacturer, etc.) may be available to the Contractor upon request of the appropriate department contact. C. Work performed under the contract shall be performed by qualified, licensed plumbers. The Contractor must be able to provide evidence of employee certification prior to commencement of work, and may be verified by the County upon arrival at the job site. The Contractor shall provide a work crew sufficient to complete the work in the most efficient manner. D. The Contractor will be required to secure, pay for, and maintain all building permits required for work under the contract. The cost of the permit(s) shall be added to and specifically identified in the Contractors quote to the County for work.
