The Project consists of Downtown Traffic Signal Upgrade as detailed and described in the Bid Documents. The Traffic Signal Locations for the replacements/upgrades are as follows: 1. SR 847 (Grand Street) at Bank Street (Must be done first) (Site 8) 2. South Main Street at Bank Street (Must be done second) (Site 4) 3. West Main Street and East Main Street at North Main Street and South Main Street (Must be done third) (Site 3) 4. West Main Street at North Main Street (Must be done fourth) (Site 2) 5. West Main Street at Leavenworth Street (Must be done fifth) (Site 1) 6. SR 847 (Grand Street/South Main Street) at South Main Street and Union Street (Site 5) 7. Union Street at South Elm Street (Site 6) 8. SR 847 (Grand Street) at Leavenworth Street and Field Street (Site 7) 9. South Elm Street at Scovill Street (Site 9) 10. East Main Street at North Elm Street and South Elm Street (Site 10) Each Bid shall be submitted in accordance with the Instructions to Bidders and be accompanied by a Bid Security (a Certified Check or Bid Bond) in the amount of ten (10) percent of the Bidder's Total Bid Price including all Additive Alternates. The Bidder to whom a contract is offered, must furnish to the City, if that contract has a total cost greater than FIFTY THOUSAND DOLLARS ANE ZERO CENTS ($50,000.00), a 100 percent Performance Bond and a 100 percent Payment Bond each with a surety company acceptable to the City and in a form acceptable to the City. This Project is subject to State Small Business Enterprise (SBE)/Minority Business Enterprise (MBE) set-aside and Commission on Human and Rights and Opportunities (CHRO) contract compliance requirements. This Project is being funded through multiple Federal and City funding sources. The Disadvantaged Business Enterprise (DBE) contract goal percentage for this Project is 3% (Construction). The goal shall be based upon the total contract value. Compliance with this provision may be fulfilled when a DBE or any combination of DBEs perform work under contract in accordance with 49 CFR Part 26, Subpart C Section 26.55, as revised. Only work actually performed by and/or services provided by DBEs which are certified by the Connecticut Department of Transportation for such work and/or services can be counted toward the DBE goal.
