Renovation of a mixed-use development in Independence, Missouri. Completed plans call for the renovation of a educational facility.

Project Description: This project seeks to renovate and repair building components in Minneapolis housing. Building components may contain lead-based paint which may cause a health problem for residents. This includes deteriorating or deteriorated lead-based paint, defined in MDH rules (Chapter 4761.0200 Subpart 8) as "...paint that has become or is becoming chipped peeled, or otherwise separated from its substrate or that is attached to a damaged substrate..." and areas containing intact lead-based paint deemed likely to become a hazard in the future. All testing for lead-based paint was performed by MHD staff licensed through the State of Minnesota. Renovation activities may include but not be limited to, stabilizing areas of loose and flaking paint on interior and exterior walls and building surfaces, replacement of windows, encapsulation of areas of deteriorating lead paint, replacement or maintenance of building components, floor and deck repair, and minor roof and plumbing repair. This project may include requests for bids on multiple dwelling units along with specialty trades. Please review the full document, as a failure to provide a response for all the properties and work listed will result in a forfeiture of the bid submission. The bid response will require a cost for individual work items, and the award will be made to the lowest responsible bidder for the entire project. If the bid contains multiple dwelling units, there will be one award made to the lowest responsible bid for the sum of the work on all properties. Contractors are encouraged to visit a property prior to submitting a bid. MHD will not be organizing a site meeting prior to bid award but can coordinate between all parties after the award announcement and before the project has started for a final review. This Division requires the furnishing and installing of complete functioning systems, and each element thereof, as specified or indicated on the Drawings and Specifications or reasonably inferred; including every article, device or accessory (whether or not specifically called for by item) reasonably necessary to facilitate each system's functioning as indicated by the design and the equipment specified. Elements of the work include materials, labor, supervision, supplies, equipment, transportation, and utilities. Division 22 of the Specifications and Drawings numbered with prefixes P, MP and EP generally describe these systems, but the scope of the Plumbing work includes all such work indicated in the Contract Documents: Instructions to Bidders; Proposal Form; General Conditions; Supplementary General Conditions; Architectural, Structural, Mechanical, Plumbing and Electrical Drawings and Specifications; and Addenda. The Drawings have been prepared diagrammatically intended to convey the scope of work, indicating the intended general arrangement of the equipment, fixtures, piping, etc. without showing all the exact details as to elevations, offsets, control lines, and other installation requirements. The Contractor shall use the Drawings as a guide when laying out the work and shall verify that materials and equipment will fit into the designated spaces, and which, when installed per manufacturers requirements, will ensure a complete, coordinated, satisfactory and properly operating system. The bid must be accompanied by a Bid Bond payable to the Owner for five percent (5%) of the total amount of the bid. As soon as the bid prices have been reviewed and the apparent successful Bidders have been identified, the Owner will return the Bonds of all unsuccessful bidders. The Bid Bonds of the successful bidders will be retained until the Performance Bond and Labor and Material Payment Bond have been executed and approved, after which it will be returned. A certified check may be used, in lieu of a Bid Bond. A Performance Bond and Labor and Material Payment Bond in the amount of 100 percent of the contract price, with a corporate surety approved by the Owner, will be required for the faithful performance of the contract. The Owner may waive any informalities or minor defects or reject any and all bids. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bidder may withdraw a bid within ninety (90) days after the actual date of the opening thereof. Should there be reasons why the contracts cannot be awarded within the specified period, the time may be extended by mutual agreement between the Owner and the bidder The Architect is Hollis and Miller Architects. Each bidder must submit as part of his bid proposal, a list of subcontractors to be used in performing the work. The list shall specify the single designated subcontractor's name and address for each category of work listed in the Bid Form. If work within a category will be performed by more than one subcontractor, list the name and address of each subcontractor and specify the exact portion of the work to be done. If contractor submits a bid without seeing the property, the Contractor will be responsible for holding their prices if going "site unseen".
