Introduction The Town of Boonsboro (Town) is requesting proposals from qualified engineering firms for professional engineering assistance in conjunction with the Rural Maryland Economic Development (RMED) Fund and the Tri-County Council for Western Maryland Project Summary Description The Town has been awarded a grant through the RMED program to hire a professional engineer to design and develop a feasibility study to determine alternatives for the design, permitting, and construction of a safe connector public access trail (trail) from the Town of Boonsboro to the Washington Monument State Park. Furthermore, this study will evaluate the technical feasibility, cost, and potential economic and quality of life benefits of the trail to the community. The engineering study will also include related components including storm water management, easements and ADA compliance. Interested firms/consultants must make a personal examination of the area and surroundings and shall thoroughly acquaint themselves with the details of the work to be done and all the conditions and obstacles likely to be encountered in the performance and completion of this RMED-funded project. Required Services The selected engineer will prepare a feasibility study with applicable design drawings and project specifications. The selected firm will be responsible for preparing a complete feasibility study of a proposed trail connecting the Town of Boonsboro to the Washington Monument State Park. The study shall include, but not limited to, the following: Technical Feasibility: The firm will identify potential trail alignments and select a preferred alternative alignment. After the preferred alignment has been identified, survey work will be performed to provide the necessary plans to pursue property acquisition and/or easements. The firm will evaluate the technical feasibility of the proposed trail, including terrain analysis, potential obstacles, accessibility considerations, and unique natural features/vistas.
