Site work and new construction of a civil project in Southampton, New York. Conceptual plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

As of April 3, 2024, information regarding the award and award date has not been disclosed. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference 2023 for Professional Municipal Sewer Engineering Services for the Riverside Sewer Improvements Project The intent of this Request for Qualifications (RFQ) is to obtain Statements of Qualifications (SOQs) from consulting engineering firms for the engineering design of a new sewer collection system and wastewater treatment plant to service the hamlet of Riverside, New York. The Town of Southampton has already completed a Preliminary Engineering Report in accordance with New York State Environmental Facilities Corporation (NYSEFC) guidelines, an Environmental Assessment Form (EAF) and a Value Planning Report (VPR) during the preliminary phases of the project. The Town's intent is to advance the project to the technical design phase and on through construction. These documents are provided for reference, see Exhibits A, B, C, D, and E. Proposers are advised to review these documents in detail to familiarize themselves with the project background. The overall goals of the Riverside Sewer Project include: Revitalization of the local economy. Improve the quality of life in the area. Improve the water quality in the Peconic River and provide related environmental benefits. The current planned project consists of a gravity sewer collection system with four (4) pumping stations and a 800,000 gpd (average daily flow) capacity Sequencing Batch Reactor (SBR) Sewage Treatment Plant (STP). The treated effluent from the facility is currently planned to be pumped and discharged at the STP site into subsurface precast concrete leaching pools. See Exhibit A attached for an Overall Site Plan that was prepared by Nelson and Pope as part of the NYSEFC Clean Water State Revolving Fund (CWSRF) Engineering Report which shows the locations of all the proposed wastewater infrastructure. As part of the technical design to be completed by the selected consultant under the scope of this project, consideration and sufficient analysis shall be performed to consider the feasibility of utilizing low pressure sewers for a portion or all of the proposed collection system, as compared to the currently planned gravity collection system with four (4) pumping stations. Similarly, consultants shall consider Membrane Biological Reactor (MBR) process technology as an alternative to the previously planned SBR STP. The Town is also interested in analyzing the feasibility and potential benefits of designing and installing an Ultraviolet (UV) disinfection system on the wastewater discharge from the proposed STP due to concerns about proximity to groundwater, surface waters, and related water resources, as well as injection wells instead of precast concrete leaching pools for effluent discharge.
