Renovation of a water / sewer project in Delaware, Ohio. Working plans call for the renovation of a water / sewer project.

As of January 17, 2024, no bids received. No definite date for the rebid. In accordance with the plans and specifications prepared by and/or for the City of Delaware and on file at the Public Works Department, the Project includes the following Work: The remodeling of a generator room at the city of Delaware wastewater plant to an office space and bathroom. The project has an expected duration of about 60 days (We will work with the contractor in terms of start and finish dates, the project will however need to be completed in the first quarter of 2024). All official notifications, addenda, and other Bidding Documents will be offered only through electronically. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained electronically. Each Bid must be accompanied by a Bid Guaranty meeting the requirements 153.54 to 153.57 of the Ohio Revised Code and as required by the Bidding Documents. No Bidder may withdraw his/her Bid within sixty (60) days after the actual date of the opening thereof. The City of Delaware reserves the right to reject any or all Bids, to waive any informality and to award the Bid or Bids to the lowest responsive and responsible Bidder as deemed to be in the best interest of the City, as determined by the City Manager. For all further requirements regarding Bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. INTERPRETATIONS AND ADDENDA Owner on its own initiative may issue Addenda to clarify, correct, supplement, or change the Bidding Documents. Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Contact information and submittal procedures for such questions are as follows: A. Submittal of questions shall be made through the Bidding Website. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all registered plan holders. Questions received less than seven days (7) prior to the date for opening of Bids may not be answered. Only responses set forth in an Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. Responses to questions are not part of the Contract Documents unless set forth in an Addendum that expressly modifies or supplements the Contract Documents. Bidders shall submit written questions to the Engineer in sufficient time to allow the Engineer to respond, in accordance with paragraph above. All Addenda will be issued through the Bidding Website at least seventy-two (72) hours prior to the published time for the opening of bids, excluding Saturdays, Sundays, and legal holidays. If any Addendum is issued within such seventy-two (72) hour period, then the time for opening of bids shall be extended one (1) week with no further advertising of bids required. Copies of each Addendum will be sent only to the Bidders registered through the Bidding Website. Receipt of Addenda shall be indicated by Bidders in the space provided on the Bid Form. Bidders are responsible for acquiring issued Addenda in time to incorporate them into their bid. Bidders should contact the Engineer prior to the bid opening to verify the number of Addenda issued. Each Bidder shall carefully read and review the Contract Documents and immediately bring to the attention of the Engineer any error, omission, inconsistency, or ambiguity therein. If a Bidder fails to indicate receipt of all Addenda through the last Addendum issued by the Engineer on its Bid Form, the bid of such Bidder will be deemed to be responsive only if: A. The bid received clearly indicates that the Bidder received the Addendum, such as where the Addendum added another item to be bid upon and the Bidder submitted a bid on that item; or B. The Addendum involves only a matter of form or is one which has either no effect or has merely a trivial or negligible effect on price, quantity, quality, or delivery of the item bid upon. Bidder shall furnish a Bid Guaranty, as prescribed in Sections 153.54, 153.57, and 153.571 of the Ohio Revised Code, in the form of either: (1) a bond for the full amount of the bid in the form of the Combined Bid Guaranty and Contract Bond included in the Bid Documents; or (2) a certified check, cashier's check, or irrevocable letter of credit in a form satisfactory to the Owner in an amount equal to 10% of the bid. Bid amount shall be the total of all sums bid, including all add alternatives, but excluding all deduct alternatives. NOTE: AIA Bid Bond forms are not acceptable. The successful Bidder, who, as a Bid Guaranty, submits a certified check, cashier's check, or irrevocable letter of credit in an amount equal to 10% of the bid in accordance with paragraph 8.01(2) above, shall furnish a Contract Bond in the form Contract Bond included in the Bid Documents in an amount equal to 100% of the Contract Sum. When Contractor delivers the signed counterparts of the Agreement to Owner, Contractor shall also deliver to Owner the performance bond and payment bond (if the Contract requires Contractor to furnish such bonds). Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner also reserves the right to waive all minor Bid informalities not involving price, time, or changes in the Work. Owner will reject the Bid of any Bidder that Owner finds, after reasonable inquiry and evaluation, to not be responsible. Base Bid: $75,000 - $115,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
