Metro is seeking proposals from permitted haulers to pick up solid waste, recyclable materials and organics/food scrap waste at the Metro Oregon Zoo. Metro strives for continuous improvement in the areas of sustainability and resource conservation in internal facility operations. Metro set a goal for all of its facilities to reduce overall generation of waste, and recycle or compost all remaining waste by 2025. To support this goal, Metro seeks haulers that have technical expertise on solid waste, recycling and organics collection systems and methods, familiarity with industry best practices and the ability to provide frequent and accurate performance measurement and cost analysis. Metro seeks active and engaged partnerships and the ability to help Metro to meet recycling recovery goals at its facilities and venues as outlined in this RFP. Sites aim to increase the amount of material diverted from the waste stream for recycling and compost and reduce the overall landfill bound waste generated over time, therefore any quantities listed in this RFP should be considered estimates, not guarantees. During the pandemic, there were many instances of dropped services, and labor shortages, which resulted in pick up irregularities that were detrimental to Metro's business operations. Metro has instituted contracts for these services to fill the gaps in service that are necessary for daily operations. As a result, Metro is seeking a highly reliable, and consistent provider for these services. Metro intends to award this to a single firm to provide the services required. The term of the contract is anticipated to be February 2024 through February 2029. This RFP does not commit Metro to the award of a contract, nor to pay any costs incurred in the preparation and submission of proposals in anticipation of a contract. Metro reserves the right to waive minor irregularities, accept or reject any or all proposals received as the result of this request, negotiate with all qualified sources, or to cancel all or part of this RFP.
