The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. HHSC PCS is seeking competitive bids to establish contract(s) for Locksmith Services at the El Paso State Supported Living Center (EPSSLC). Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this Solicitation. To be considered for award, Bidders must submit a comprehensive Response which includes all required information and documentation as outlined in this Solicitation to ensure the Bidder meets all requirements, possesses the required experience and qualifications and has the capacity to provide the goods and related services described in this Solicitation. Questions or Clarifications Submission Deadline December 4, 2023, 10:30 AM Responses to Questions or Clarifications - Addendum posted on the ESBD December 5, 2023, 3:00 PM The required services to be provided are locksmith services at the El Paso State Supported Living Center (EPSSLC), and shall furnish all labor, tools, transportation, equipment, materials, and supplies as necessary. a) The Contractor shall provide the following locksmith services: o provide services for gaining entry to locked offices or any other lock o replacing locks when a lock fails o recovering key when a key is lost o extracting snapped or broken keys from existing locks o copying keys as requested by Facility b) The Contractor will provide a quote on letterhead before any work is started. c) The Contractor shall have personnel on call 24 hours-a-day. d) The Contractor will provide emergency service, as needed and requested by EPSSLC for night and weekend calls. e) The Contractor shall dispatch the required service technician within 48 hours of receiving the Vendor Work Order and confirm with the EPSSLC Representative the date and time the service technician was dispatched. The service technician shall be required to be on site within 4 hours of being dispatched. The Contractor shall dispatch the required technician within 5 hours for emergencies. f) The Contractor will remove or relocate locking devices with repair of doors if needed (covering of holes made by removal of lock device) as requested and authorized by EPSSLC personnel. g) The Contractor will upgrade existing lock devices as requested by EPSSLC. h) All work must be performed by individuals over the age of eighteen (18) and no children should be brought into the building while performing duties. i) All systems and locking devices must meet ADA handicap rules and regulations per the State of Texas. HHS, at its sole discretion, during the contract term and with a 30 days advance written notice, reserves the right to change, consolidate, delete, or add service locations. a) Location for Services El Paso State Supported Living Center 6700 Delta Dr. El Paso, Texas 79905 HHS Region No. 10 The term of the awarded Contract or Purchase Order will be effective on the date the Purchase Order is issued and will expire based on the schedule for delivery of services as outlined in this Solicitation or by the date or delivery days after receipt of order (ARO) provided by the Bidder. Any contract resulting from this Solicitation will have a term beginning January 1, 2024, and expiring August 31, 2026, with no renewals.
