Summary The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal according to the specifications set forth within this document. The County intends to use the results of this process to award a 3-party contract between the chosen vendor, Wisconsin Department of Transportation (WisDOT) and Dane County for CTH N. This project is federally funded. The CTH KP project will result in a 2-party contract between the chosen vendor and Dane County. The Dane County Purchasing Division is the sole point of contact for questions and issues that may arise during the RFP process. Question Submission Deadline:January 4, 2024, 4:00pm Question Response Deadline:January 10, 2024, 4:00pm Proposers are expected to raise any questions, exceptions, or additions they have concerning the RFP document at this point in the RFP process. If a proposer discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in this RFP, the proposer should immediately notify the contact person of such error and request modification or clarification of the RFP document. Proposers are prohibited from communicating directly with any employee of Dane County, except as described herein. No County employee or representative other than those individuals listed as County contacts in this RFP is authorized to provide any information or respond to any question or inquiry concerning this RFP. CTH KP over Garfoot Creek - Project Purpose and Need The purpose of this project is to replace the CTH KP bridge that was extended 5.5' on both sides in 1964, but has an unknown age for the original structure. It is a slab span structure with concrete abutments. The structure is 15.5-feet span, 5.5-feet tall, and 32.2-feet wide. CTH KP is classified as a Rural Major Collector and the bridge is located over the Garfoot Creek in the Town of Cross Plains. This project is 100% locally funded. 3.2. CTH KP over Garfoot Creek - Project Description The scope includes both preliminary and final design of the new structure. The new structure is to be hydraulically-sized and designed to current WisDOT/Bureau of Structures standards. The new bridge is proposed to be a 30-feet span and 60-feet long, 3-sided box culvert constructed on the current alignment. The proposed length of the approach work is approximately 150-feet each, for a total project length of approximately 330-feet. This project is currently scheduled for construction in 2025. 3.3. CTH KP over Garfoot Creek - Deliverables The selected consultant is responsible for providing and completing the following deliverables which include but may not be limited to: Project Administration Structure Survey Report (if needed) Geotechnical Report Soil Borings Public Involvement Agency and Utility Coordination DNR and Dane County Land and Water Resources Permitting Design Computations Preliminary Plans Traffic Control R/W Plat (if needed) Scour Computations and Scour Code Structure inventory sheets and application for the bridge number through the Bureau of Structures All Final Plans to construct the bridge Dane County is to receive electronic copies of all submittals for review and comment. 3.4. CTH N over Little Door Creek - Project Purpose and Need The purpose of this project is to replace B-13-0042 which is a 69 year old, single span, 23-foot long, concrete slab span with concrete abutments which has a sufficiency rating of 43.6. CTH N is classified as a Minor Arterial and the bridge is located over the Little Door Creek in the Town of Cottage Grove. This project is federally funded through the Bipartisan Infrastructure Bill. 3.5. CTH N over Little Door Creek - Project Description The scope includes both preliminary and final design of the new structure to replace B-13-0042 over the Little Door Creek. The new structure is to be hydraulically-sized and designed to current WisDOT/Bureau of Structures standards. The new bridge is proposed to be a 44-feet span and 45-feet long, single span structure constructed on the current alignment. The proposed length of the approach work is approximately 125-feet each, for a total project length of approximately 295-feet. This project is anticipated for construction in 2027. 3.6. CTH N over Little Door Creek - Deliverables The selected consultant is responsible for providing and completing the following deliverables which include but may not be limited to: Project Administration Structure Survey Report Geotechnical Report Soil Borings Public Involvement Agency and Utility Coordination Environmental Documentation Design Computations Preliminary Plans Traffic Control Design Study Report R/W Plat (if needed) Scour Computations and Scour Code Structure inventory sheets and application for the bridge number through the Bureau of Structures All Final Plans resulting in a Pre-PS&E and Final PS&E package. Dane County is to receive electronic copies of all submittals for review and comment.
