Renovation of a detention facility in Lancaster, Ohio. Conceptual plans call for the renovation of a detention facility.

Questions will be answered and posted to the Opportunities page on the OFCC website Project Description The State intends to select an Architect/Engineering (A/E) team to provide design and construction administration services for sally port renovations at the Southeastern Correctional Institution (SCI) located in Lancaster, Ohio. The facility houses approximately 2,000 inmates and has been a State of Ohio corrections facility since 1980. Some of the buildings on the campus are well over 150 years old and have undergone numerous changes and renovations. The scope will include but not be limited to: 1. Main Sally Port. Complete replacement of existing main entry sally port. 2. OPI Sally Port. Complete replacement of existing (auxiliary) OPI sally port. 3. All construction disciplines may include but not be limited to demolition, excavation, concrete, masonry, metals, carpentry, doors and windows, finishes, fencing, security, IT, mechanical and electrical, detention equipment, site work and utilities, possible fire protection sprinkler work 4. Ancillary work could include other structures and nearby facilities In addition to these areas and disciplines, other work should be anticipated as investigation, assessment and the POR is completed. Work could include surveys, IT and systems integration work as needed and as may be encountered in design and construction of the scope categories listed above and life safety. The development of the POR will include a comprehensive survey/field investigation of the existing site and surrounding areas to evaluate the building condition in relation to the project scope described above, and in relation to the project budget. The project scope will then be evaluated, prioritized, and defined/redefined to align with available project funds. B. Scope of Services The selected firm will develop a program of requirements, an estimate of probable cost of construction, and scheduling information to a basic schematic level, moving into design development, construction documents, bidding, and construction stages immediately thereafter. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. During the construction period, provide not less than eight hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ: 1. Project delivery method (MP, GC, CMR, DB). 2. Role on project (AE, C-AE, AOR, CMA/OA, CMR, DB, GC, Trade). 3. Correctional facility project experience. 4. Sally port/entry/logistics design and project experience. 5. Systems and facility operations experience. 6. Experience with code, EPA, ACA, etc. interaction. 7. Experience with secured/inmate occupied facility including phased construction. 8. Experience with ODRC, OFCC, OAKS CI. 9. Experience with construction cost estimating and analysis. 10. Experience with construction administration for corrections projects. C. Estimated Budget / Funding D.
