THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposal. There will not be a solicitation issued at this time. The Department of Veterans Affairs (DVA), Network Contracting Office 10 (NCO 10) covering the Veterans Integrated Services Network (VISN 10) in the States of Indiana, Michigan, and Ohio has a requirement for on-going facilities construction, alterations, and repair of buildings, structures and other real property throughout the VISN 10. The intent of the planned acquisition is to award Indefinite Delivery-Indefinite Quantity Multiple Award Task Order Contracts (MATOC) to perform general and civil construction at the following DVA medical centers and Community Based Outpatient Clinics (CBOC) located within the State of Indiana: Fort Wayne VA Medical Center Fort Wayne IN, Richard L. Roudebush VA Medical Center Indianapolis IN, Marion VA Medical Center Marion IN, and the CBOCs located throughout the State whose locations can be found at this link - https://vaww.va.gov/directory/guide/state.aspSTATE=IN&dnum=ALL. The types of work to be performed will be Building, Highway and Heavy Construction. This will include General Construction as well as Heavy and Civil Engineering Construction. The applicable NAICS codes are 236220 Commercial and Institutional Building Construction and 237110 Heavy and Civil Engineering Construction. The small business size standard applicable to both NAICS codes is $45 million in average annual receipts. The resulting MATOCs and issued Task Orders shall be firm-fixed priced. All contract work will be completed through the issuance of individual Task Orders for individual projects throughout the cited locations. Each task order will be priced individually and will include its own wage determination. These task orders will be competed amongst the MATOC awardees. The term of the MATOCs will be five (5) years from date of award. Each task order will have its own completion date established. This notice is published to conduct market research to determine if there is a sufficient number of certified Service-Disabled Veteran Owned Small Businesses (SDVOSB) capable of performing the requirements to warrant a solicitation set-aside. Interested and certified SDVOSB companies (SDVOSB registration and certification required with the Small Business Administration (SBA) at https://veterans.certify.sba.gov) responding to this notice shall submit a brief capabilities statement to include: Company name and address, Point of contact with phone number and email address, and Unique Entity Identifier Number (UEIN) of the company. The response date to this Sources Sought notice is Dec 18, 2023 at 5:00 pm EDT. This market research is for informational and planning purposes only to determine if a SDVOSB set-aside is appropriate. The Government will not pay any costs for responses submitted. Only emailed responses are acceptable and are to be sent to Contracting Officer Scott D. Brennan at scott.brennan2@va.gov.
