As part of the abandoned mine rehabilitation within Project CLEANS, SRC requires the construction and maintenance of an ice road from the provincial ice road junction to the Gunnar mine site for mobilization of fuel, materials, and equipment leading into the 2024 field season. Provide equipment and labour for the construction and maintenance of an ice road to the Gunnar Mine Site from the provincial ice road junction. The following is a general description of the Work to be performed by the Contractor: Scout and plan the safest and most cost-effective route for the construction and maintenance of the Ice Road. Scouting/Route Planning will allow the Contractor to take full responsibility of the Ice Road while minimizing occurrences of pressure ridges, flooding, blow-ins and other potential issues, which could delay construction time or increase the need for maintenance. Construction of an ice road, with total surface length of approximately 48 kilometres, from the provincial ice road to the Gunnar Site. Typically, the Ice Road has not required flooding and has achieved adequate thickness through natural freezing. However, flooding may be requested by SRC for schedule advancement or to maintain a reasonable driving surface. The contractor shall provide and execute a QAQC plan for construction, completion, and maintenance of the ice road which shall include: The use of Ground Penetrating Radar (GPR) throughout construction to assess ice thickness/capacity. The use of GPR to verify the completed Ice Road is at the minimum thickness for loading. Qualified personnel to review GPR data and provide guidance on ice road use during construction and completion. Regular inspections of the completed ice road which may include visual, drill holes, and GPR data during regular use. A Qualified Person will be responsible for review of the ice conditions (visual, GPR, drill holes, etc) and providing certification, in line with the QAQC plan, that the ice road is acceptable for vehicle traffic up to the limits set out by the Ministry of Highways for the provincial highway (max 34,500 kg) At a minimum, the Ice Road will be constructed to the standards set out in the Winter Roads Handbook dated December 2010, developed by the Safe Operating Procedures for Winter Roads Committee, and produced by the Ministry of Highways and Infrastructure (the "Winter Roads Handbook"). An allowance has been included for an additional 50 feet of width and totalling 10 kilometres in the Prescribed Area to counter increased management from snow blowing into and across the Ice Road ("Blow-ins"). For the purposes of this section, the "Prescribed Area" shall mean 6 kilometres from the provincial highway junction and 4 kilometres from Halifax Island. Ensure that the signage is erected on the Ice Road in compliance with the requirements set forth in the Winter Roads Handbook. If requested by SRC, the Contractor will supply appropriate signage and erect it. If SRC provides such signage, the Contractor will erect it on the Ice Road. SRC shall compensate the Contractor for obligations relating to signage on the Ice Road, at a price to be agreed upon by the parties Upon completion of Construction Work, Contractor will provide two (2) operators who will remain at camp on standby (the "Standby Personnel"). At the direction of the SRC, the Standby Personnel shall be responsible for snow clearing, daily road inspections, thickness tests, or any other tasks as directed by SRC. Maintenance of the Ice Road (the "Maintenance Work"), in accordance with the standards set forth in the Winter Roads Handbook, for the period commencing on the start date of the Construction Work, and ending on the later of: (i) March 31, 2024; and (ii) any other date that marks the end of Saskatchewan's ice road season, as determined by Saskatchewan's Ministry of Highways and Infrastructure, and publicly posted on that Ministry's website for travel on winter roads in northern Saskatchewan (the "Maintenance Period"). Additional construction may be requested to accommodate a local exploration company. This may include construction of ice road trails off of the main Ice Road and clearing of drill pads. This work would be completed on a time and materials basis.
