The Pure Water Southern California Program (Program) is a partnership between the Metropolitan Water District of Southern California (Metropolitan) and the Los Angeles County Sanitation Districts (Sanitation Districts) to reuse treated wastewater that is currently discharged to the ocean. At full build-out, the Program will help meet the region's needs by providing up to 150 million gallons (mgd) of water daily. Phase 1 of the Program is planned to produce 115 mgd of purified water primarily for groundwater replenishment and raw water augmentation at Metropolitan's existing water treatment plants through direct potable reuse. Metropolitan will be seeking qualifications from firms to design and construct an Advanced Water Purification Facility (AWPF) co-located at the Sanitation District's A.K. Warren Water Resource Facility using a progressive design-build delivery method. The project will require some or all of the following components: pump stations, chemical storage and feed systems, procurement and installation of various advanced water treatment processes such as membrane bioreactors, reverse osmosis, and ultraviolet disinfection with advanced oxidation, and various electrical improvements including switchgear, solar power, and battery storage. Additional ancillary and support facilities may include laboratory, administration, maintenance, and outreach buildings. Other Program components, including the conveyance, pumping, and groundwater recharge facilities, will be advertised separately using either design-bid-build or alternative delivery methods (to be determined).
