The older area of Devon currently has four aging stormwater outfalls. The outfalls are constructed of various material types including HDPE, PVC and CSP (corrugated steel pipe). The Town requires an evaluation of the outfalls to develop a replacement plan. Consolidation of the outfalls into a single outfall should be considered and evaluated for viability as part of the replacement plan. The report must include a design along with a cost estimate, and timing for the replacement. If multiple options are proposed each must contain a cost estimate. It is expected that the proposed option(s) will proactively be designed to meet all anticipated environmental requirements relevant at the time of construction. The final proposed design should be the most fiscally responsible design, while still meeting any regulatory requirements, and working within limited land available for construction. The final report must include a proposed final design for either a consolidated single outfall, or multiple outfalls. Proposed alignments, and type of material are to be included along with construction and engineering costs with inflation included and timing. The method of Contractor Selection has not been Determined at this time
