Tarrant County College District (District) invites consultants/consulting firms to participate in our Request for Proposals (RFP) to facilitate the Colleges strategic planning process. TCCD seeks an experienced consultant to partner with to support advancing the mission, vision, and values by leading processes to develop a strategic plan for the College. Deadline for Questions - December 12, 2023 Selected Evaluation Interviews - January 16 - 18, 2024 Final Selection - January 22, 2024 Project Plan Development and Contract Negotiations with Selected Firm - January 31 - February 5, 2024 Board Approval of Contract (If required) - March 21, 2024 Project Due Date(s) - August 31, 2024 Project due date may be negotiated during contract negotiations TCCD is seeking professional consulting services to support the development of an Institutional Strategic Plan that will allow the College to move forward with agility and support the continued advancement of the College's mission, vision, and values. TCCD leadership seeks to establish a partnership with a consultant with the knowledge, skills, and ability to lead TCCD through processes resulting in a strategic plan for the College. The plan will be the compass for the College - it will provide direction for short and long-term decision-making and day-to-day operations. The strategic plan will provide a framework and tangible vision to help ensure decisions and operations 1) carry out the mission, vision, and values of the College; 2) follow and comply with policy, legislation, and mandates of local, state, and federal governing entities; and 3) keep the institution in a state of good fiscal and operational health, now and in the future. The selected consultant/consulting firm will have demonstrated experience working with complex organizations to successfully create plans and strategies tailored to align the organization's goals, culture, and needs. At TCCD, that work includes developing a strategic framework and plan that 1) effectively explains the planning process to a diverse set of audiences; 2) aligns the mission, vision, and values of the College with the work of the College; 3) articulates anticipated outcomes - what TCCD aspires to achieve, including goals, strategic priorities, objectives, and more; 4) how TCCD will accomplish identified outcomes; and 5) assessment and key performance indicators to evaluate statuses, milestones, and outcomes. The strategic plan will be a living document that serves as a framing document and guide for institutional planning and operations. TCCD envisions a strategic plan that creates alignment with and for internal plans and priorities, including but not limited to the College's academic, academic/business continuity, communications, facilities, strategic enrollment management, and technology plans. As a living document, the plan must have an agile design and allow TCCD to shift as needed to ensure continued alignment and compliance with changes in leadership, legislation, policy, and other significant influencers. Furthermore, TCCD expects a strategic plan that will translate its mission into practice and frames strategy, planning, and actions through pillars of direction, alignment, and commitment through an integrated planning framework that builds on previous strategic plans, institutional goals, and activities. It is important to note that while the outcome is a new strategic plan, the plan will honor the work and lessons learned to date and will build on what is in place to elevate impacts and outcomes. This is not a start from scratch strategic planning process, as stakeholders and college leadership have identified several active and emerging priorities that require the college's attention and integration into the strategic plan. TCCD requires a 4-to-6-month strategic planning process. At the conclusion of the agreement, TCCD expects the consultant(s) to have delivered professional project management that results in the following deliverables: Professional Consultation o Professional consultation with senior leadership on the strategic planning framework to include a detailed process, methodology, and timeline. o Professional consultation with college communication teams and external vendors of the college in developing communication assets that support the strategic planning process and final plan. o Recommendations regarding the plan's implementation and support structure. o Lead in the review and update, if appropriate, of the mission, vision, and values of the College. Execution of Strategic Planning o A completed strategic planning framework to include a detailed process, methodology, and timeline for execution. o The design, development, and professional execution of a comprehensive strategic planning process that meets the criteria of the agreed upon framework and RFP requirements. o The facilitation of strategic planning stakeholder engagement in alignment with the agreedupon framework and timeline. o An actionable, agile strategic plan that includes milestones, benchmarks, and timelines for the plan's execution. Example components of a strategic plan will include: o Explanation of the planning process o Foundational information (an institution's mission, vision, and values) o What the college wants to achieve (goals, strategic issues, objectives, etc.) o How will the college define and achieve its goals (strategies, tactics, actions, etc.) o How the institution will measure success (metrics, KPIs) o A professionally written comprehensive strategic plan and presentation. Additional Information o Timelines, milestones, and deliverables may change as TCCD evolves, shifts in governance and economic drivers occur, changes in stakeholders and influencers occur, and/or events and activities that cause a need for change occur. o Advanced work to support strategic planning is currently in progress. Information including planning documents, outcomes, and status updates of strategic priorities and activities will be shared with firms selected for interviews. Information will be shared prior to interviews. At the conclusion of the initial evaluation of written responses, we anticipate shortlisting the top ranked firms and conduct formal interviews with those firms before final scoring and a decision is complete. Shortlisted firms will be notified regarding potential interview dates and times. Late responses will not be considered. All proposals and accompanying documentation will become the property of TCCD and may not be returned. Late proposals will not be accepted, nor will additional time be granted to any individual Vendor Deadline for Questions December 12, 2023 @ 2:00 p.m. CT Questions shall be submitted in writing Electronically.
