Town of Southern Pines, Public Works Department, is seeking proposals to provide services for the operation and maintenance of the Town's Water Treatment Plant All written questions shall be received by the Issuing Department no later than 2:00 pm Friday, December 22, 2024. The below Scope of Work and is intended to establish the level of service for the proposed contract. The selected Proposer shall be required to provide various services associated with all or a portion of the Facilities. This may include, but not be limited to: 1. Labor and benefits. 2. Process chemicals. 3. Laboratory and analytical services. 4. Biosolids disposal. 5. Routine maintenance of facilities and associated equipment. 6. Reporting to regulatory agencies. 7. O&M management. 8. Coordination with construction project personnel during water treatment plant upgrades. The Proposer will be responsible for satisfying the State of North Carolina regulatory requirements and for operating, maintaining and managing the Facilities in compliance with all other applicable local, state and federal laws and regulations. Services for the O&M and management of the Facilities shall be provided in a safe, secure, effective and efficient manner and shall meet the highest standards prevalent in the industry. Any non-mechanical (i.e., operational) event of the Facilities that results in a regulatory enforcement action during the period of the contracted services will be grounds to terminate the contract for cause.
