Site work, paving and outdoor lighting for a mixed-use development in Ellington, Connecticut. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; for outdoor lighting for a road / highway; road / highway; water / sewer project; road / highway; and library.

As of March 5, 2024, this project has not yet been awarded. A timeline or award has not yet been established. The work to be performed under this contract includes a parking lot expansion and new sidewalk at the Hall Memorial Library, 93 & 99 Main Street in Ellington. The scope of work includes reclamation and re-pavement of 965 square yards of existing bituminous parking lot, installation of approximately 2,860 square yards of new bituminous parking lot and 4,133 square feet of concrete sidewalk. There is a potential for an addition/alternate scope items to include the reclamation and re-pavement of an additional 1,636 square yards of existing bituminous parking lot, installation of an additional 1,180 square feet of concrete sidewalk, and replacement of existing site light poles and fixtures. The project consists of providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to completion of the work shown on the plans and described in the specifications including, but not necessarily limited to the following: reclamation and re-use of existing bituminous pavement, demolition and disposal of existing curbing and concrete sidewalk, installation of storm drain structures and piping, installation of new bituminous parking lot, installation of pole mounted light fixtures, installation of new concrete sidewalk and curb ramps, installation of a segmental block sitting wall, landscaping and field verifying. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification as Small Business Enterprises ("SBE") from the Connecticut Department of Administrative Services ("DAS"). A minimum of 6.25% of the state-funded portion must be set aside for subcontractors holding current DAS certification as Minority-, Women-, and/or Disabled-owned businesses ("M/W/DisBE"). The contractor must demonstrate good faith effort to meet the 25% set-aside goals. The contractor who is selected to perform this State project must comply with CONN. GEN. STAT. && 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services ("DAS") under the provisions of CONN. GEN. STAT. & 4a-60g. (25% of the total state-funded value with DAS-certified Small Businesses and 6.25% of the total state-funded value with DAScertified Minority-, Women-, and/or Disabled-owned Businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals. This is a prevailing wage project. This contract is also subject to state set-aside and contract compliance requirements. The Town reserves the right to amend or terminate this invitation to bid, waive any informality, omission, or technical defect in the Bid Form, and to reject any or all proposals or to accept the proposal deemed most satisfactory to the Town of Ellington, if it is in the public interest to do so. In addition, this project is subject to land use approvals and if the same are not obtained within 61 days after opening of bids, the Town reserves the right to terminate the project. No bid may be withdrawn for a period of 61 days after opening of bids without approval and written consent of the Town of Ellington. A Bid must be accompanied by Bid security made payable to Owner in an amount of 5% of Bidder's maximum Bid price and in the form of a certified check or a Bid bond
