Location: Pentagon and Pentagon Reservation, Washington, DC, and other locations Overview: WHS/AD intends to solicit and award a Multiple Award Job Ordering Construction Contract (MAJOCC) and the proposed project will be competitive, firm-fixed price, indefinite delivery/indefinite quantity (IDIQ) contract. The contract period of performance is for a oneyear base period and four one (1) year option period procured in accordance with FAR 15, Contracting by Negotiation. The type of set-aside will depend upon the capability responses received from this source sought notice. The purpose of this sources sought notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include Large Businesses and the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service- Disabled Veteran-Owned Small Business (SDVOSB), Small Disadvantaged Business (SDB) and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUB-Zone, SDVOSB, WOSB businesses are highly encouraged to participate. Requirement: The Government is seeking qualified, experienced sources capable of performing multiple task orders simultaneously for minor repair, maintenance, alteration and/or construction of real property facilities. The type of projects to be included under this JOC: o Tenant space renovations and buildouts to include architectural, painting, electrical, mechanical, and plumbing systems. o Facilities operations and maintenance type of projects to include core and shell projects. Shell projects to include building structural components repairs, renovations, and improvements. Core projects to include various MEP systems repairs, renovations, and improvements. o Renovation of commercial and industrial buildings. o Sustainment, restoration and modernization of existing facilities and infrastructures. o Roofing systems installation and/or modernization. o Exterior work, to include asphalt paving, concrete and limestone installation or repair. o Include your firm's capability to execute construction comparable work performed within the past 5 years. o Onsite Personnel: Project manager, Scheduler, Cost Estimator, Superintendent - o Access to latest version of RS Means software (preferably the online version) o SCIF Construction Experience o Facility Security Clearance at Secret Level The primary objective of this MAJOCC is to expedite the delivery of projects by a Contractor and shorten the acquisition cycle. The contractor shall provide all management, labor, material, equipment, transportation, supervision, and quality control for various design-build/bid-build construction services at the Pentagon and Pentagon Reservation with the aim of providing a complete, useable, and code compliant project on time and within budget. Things to expect in this contract: The Contractor will be required to maintain a management office at the Pentagon for the duration of the Contract. Contractor office space will be allocated by the Government upon award of the Contract. There will be a full-time Project Manager onsite for the duration of the Contract term. The Contractor will be required to have an Alternate Project Manager that will be available should the Project Manager become unavailable for any reason. The Contractor will be required to retain the services of a Lead Architect-Engineering (A-E) Design Firm(s) experienced in the design, development, and coordination of projects within the scope of the contract. The estimated minimum size of a task order is $2,001.00. The estimated maximum size of a task order is $500,000.00 Firms must have the ability to perform up to five projects simultaneously for a broad range of maintenance, repair, and minor construction work at the Pentagon and other locations within the National Capital Region (NCR). Pricing Information: The MAJOCC contract will include a Unit Price Book (UPB) that will be the basis of pricing for all work. North American Industry Classification System (NAICS): the primary code for this procurement is 236220 - Commercial and Institutional Building Construction, which has a small business size standard of $45M. The Product Service Code is Z2QA - Repair or Alteration of Restoration of Real Property (Public or Private). Administrative Information: After reviewing the above overview and requirements, interested capable contractors are invited to provide responses to the following questions. Responses should follow this format and be submitted electronically as one complete document. This source sought notice is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. Do not submit a proposal or quote. All interested firms must be registered in SAM to be eligible for award of Government contracts.
