Demolition, site work, renovation and addition to a municipal facility in San Diego, California. Completed plans call for the addition of a 30,000-square-foot municipal facility; for the demolition of a municipal facility; for the renovation of a municipal facility; and for site work for a municipal facility.

The University has determined that bidders who submit proposals on this project must be prequalified. Prequalified bidders will be required to have the following California contractor's license: B - GENERAL BUILDING CONTRACTOR CM/Contractors will be selected on the basis of Best Value Procurement. The term "Best Value" means a procurement process whereby the responsible bidder may be selected on the basis of objective criteria for evaluating the qualifications of bidders with the resulting selection representing the best combination of price and qualifications, e.g. Best Value. SPECIAL NOTE TO CM/CONTRACTOR PROPOSERS: This Request for Qualifications contains significant elements and areas of emphasis not always found in CM/CONTRACTOR Prequalification (PQ) from The University of California, San Diego. Proposers are advised to carefully read the entire PQ to ensure they understand the expectations and evaluation process to be used in the selection of the CM/Contractor on this project. GENERAL DESCRIPTION OF WORK: UC San Diego Recreation intends to expand the entrance of RIMAC towards Ridge Walk to accommodate the growth of the population at UC San Diego. The project will include a 30,000 sf expansion and will include the renovation of multiple levels within RIMAC, to provide additional spaces to meet the various physical and mental needs of the University community. A major component of the expansion will be a climbing wall. Through a previous recruitment the selected Executive Architect for this project is LPA Design Studios Estimated duration of project is 703 calendar days (136 Preconstruction Days + 567 Construction Days). The CM/Contractor shall have demonstrated an average annual business revenue of at least $50,000,000 over the last five (5) consecutive years. The CM/Contractor must have demonstrated experience on their best three (3) comparable projects with CM/Contractor providing both preconstruction services and acting as General Contractor within the last ten (10) years with a CM/Contractor type construction contract. Projects should have possessed a Preconstruction Phase that included: . Being under contract during the Schematic Design and/or Design Development phase . Providing cost modeling of design options throughout the design phase . Utilizing historical cost models and key early subcontracted trades to develop a cost model . Collaboration on a design schedule for timely design deliverables . Providing schedule analysis of design options . Establishment of a fixed construction price or Guaranteed Maximum Price (GMP) . Working collaboratively as part of an integrated team of Project Partners . Early participation of Project Partners (Owner representatives, Architect & sub-consultants, CM/GC and subcontractors), actively working with the Owner and Architect as Project Partners during the Design and Construction Documents Phases prior to construction. Prequalification Submission: Each prospective CM/Contractor must submit electronically one (1) complete prequalification questionnaire in PDF format. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. In addition, the University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs) relating to all goods and services covered under the awarded agreement, subject to any and all applicable obligations under state and federal law, and University policies. The awarded contractor shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate. Potential bidders will be required to submit their small business outreach plan to the University as part of the prequalification process. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. For informational purposes: During Bidding a Bid Security in the amount of 10% of the Anticipated Contract Value shall accompany each bid. The surety issuing the bid shall be, on the bid deadline, an admitted surety insurer (as defined in the California Code of Civil Procedure Section 995.120).
