Questions will be answered in the form of an Addendum as soon as possible, no later than December 7, 2023. Pender County reserves the right to reject any/all submissions. Pender County has an interlocal agreement with Cape Fear Public Utilities Authority regarding the provision of water and sewer services for portions of the Pender Commerce Park along the border between Pender and New Hanover Counties and extending into New Hanover. PCU and CFPUA agreed to construct an emergency water interconnection between the two utilities at the county line as part of the agreement. Each utility is responsible for extending their own water line to the joint border. CFPUA has begun design work and is moving forward with their part of the project. Pender County Utilities (PCU) is seeking Statements of Qualifications (SOQ) from consulting engineering firms experienced with water main design. The engineering firm will provide complete design, permitting, and construction administration/observation of approximately 1,000 feet of 12" water line at the US 421 corridor in western Pender County to connect with Cape Fear Public Water Authority (CFPUA). BACKGROUND & SCOPE OF WORK Pender County is connecting its water distribution system to the Cape Fear Public Water Authority in order to provide emergency water to the needing County. This project includes the installation of a 12-inch waterline within the right-of-way of US-421, boring under US-421, as well as one metering vault. Approximately 850 linear feet of waterline will be installed by open cut, and approximately 150 linear feet will be installed by horizontal directional drill. Engineering services shall include, but not be limited to, the following: o Design phase services o Funding coordination (construction funding source not yet determined) o Environmental Assessment/CE/Other required environmental evaluations o Surveying o Easement Mapping (if required) o Subsurface Utility Engineering o Permitting Phase Services o Bid & Award Phase Services o Construction Administration o Construction Observation
