Demolition, site work, paving, renovation and addition to an educational facility in Chattanooga, Tennessee. Working plans call for the addition of a educational facility; for the demolition of a educational facility; for the renovation of a educational facility; and for site work for a educational facility.

As of March 27, 2024, an Architect and a Construction Manager/General Contractor have been selected. A timeline for bidding and construction has yet to be announced. The original solicitation is preserved below for reference. The Construction Manager/General Contractor (CM/GC) shall provide Pre-Construction Phase Services (PCPS) and Construction Phase Services (CPS) for the Project described in RFP Section 2.4, Project Narrative and Documentation, including, but not limited to, development of a Guaranteed Maximum Price (GMP). Services shall be provided by the personnel designated in the CM/GCs Technical Proposal or by substitute personnel approved in writing by the Owner. Requests for substitute personnel shall include justification for the substitution and qualifications of the substitute personnel in similar form and content as required for the Technical Proposal. GMP Target: $75,405,000.00 Contract Time: 31 Months Close-Out Time: 3 Months Liquadated Damages: $2,000.00 Per Day This project has been approved for planning only by the State Building Commission with an anticipated total project budget of $96,420,000 and a Bid Target of $75,405,000. The Bid Target amount will be used to establish the Guaranteed Maximum Price (GMP) Target. Throughout the course of the Pre-Construction Phase, the GMP Target is subject to change at the Owners sole discretion. Two types of schedules are required of the CM/GC in the pre-construction phase as described in the following sections, (1) the pre-construction phase schedule and (2) the preliminary construction schedule. Prepare, maintain, and communicate the schedules in writing in appropriate detail to enable determination of critical paths and enable Project decision-making throughout the duration of the Project. Develop the schedules on industry standard software with proven compatibility. Monitor the schedules throughout the duration of the Project and advise the Owner of deficiencies in adhering to these schedules by a party. Update schedules at the end of each Design phase established by the contract between the Owner and the Designer (for design phases during which the CM/GC is performing pre-construction phase services) The total anticipated duration for preconstruction services is 12 months beginning March 2024. Construction service schedule will be dependent upon full funding of the project. These services will be designed for early release bidding packages with construction duration (to the contractual Substantial Completion) being anticipated for 31 months beginning Fall 2024 and ending Spring 2027. Project Summary: This project is for the renovation and addition to Fletcher Hall to accommodate growth of the Rollins College of Business. Renovation includes building systems, envelope repairs, and a portion of the building interiors. Addition includes relocation of site utilities and demolition of the Development House. The work will construct an addition to Fletcher Hall that will house instruction spaces, outreach centers, community spaces and shared resources for the Rollins College of Business (RCOB). The Decosimo Student Success Center, housed on the second floor of Fletcher Hall will also be improved to accommodate the needs for the growing student population. The project is located at one end of main pedestrian thoroughfare and would create a "gateway" onto the Oak St. pedestrian way. The four-story addition will house numerous innovative learning spaces, a variety of collaboration areas, the Center of Centers, RCOB Colloquium. Renovations of the existing building include the second and third floors with connections at all floors, building systems, and envelope. The Student Success Center will also be upgraded within the existing Fletcher Hall. Site utilities will be relocated, and the Development House will be demolished. The addition will be built on existing parking lots and a structure. The parking spaces are planned to be relocated to a sub-grade parking lot below the new addition, which has been disclosed as a separate project and could be added to this one at a future date. The existing Development House occupants will have to be relocated elsewhere on campus. Occupants of the existing Fletcher Hall will mostly be kept in place except those along the north wall where the buildings will connect. These occupants will likely be absorbed into the existing office spaces. The Owner reserves the right, at its sole discretion, to reject any and all proposals in accordance with applicable laws and regulations. *Project information, including timeline and contacts, has been obtained through public sources.
