The City of Saluda has received funding to review its storm water drainage basin, topography, and system to provide the city with a comprehensive plan to implement corrective actions and a utility ordinance to prescribe a rate structure to fund a sustainable system for the future needs of the community. II. Solicitation The City of Saluda is soliciting qualifications statements for professional services for a Storm Water Planning Study. The project may include but is not limited to the following tasks: o Review physical assets including all infrastructure, properties, easements, and system deficiencies. o Review and summarize historical system repair/ maintenance history. o Evaluate historical storm water paths, structures, intrusion, historical water damage, future drainage demand projections, and the long-term feasibility of a storm water ordinance. o Review of rates, debt, city finances, and rain tax billing o Review of staffing, management structure, and equipment o Develop report summarizing findings. o Facilitate presentations, public meetings, coordination between partners systems. The City of Saluda reserves the right to reject any and all submittals. IV. Selection Process City staff will review all submitted qualification packages. The criteria by which the packages will be evaluated include: 1. Firm's knowledge and demonstrated experience with similar projects. 2. Firm's experience working with the Division of Water Infrastructure funding programs. 3. Firm's proposed approach to a project of this nature. The City reserves the right to choose a single firm or to select a compact list of firms for interviews. V. Contents of Qualification Statements Qualification statements shall include: 1. Firm name, address, telephone number, e-mail address, and contact person(s). 2. Names and office locations of all personnel who will be assigned to this project. 3. Resumes of Project Manager and team members including license numbers of professionals. 4. List of priorsimilar projects, including a brief description of the project and a contact name. 5. Description of the process you would follow to fulfill the project requirements. Questions regarding this Request for Qualifications should be submitted in writing to Steven Orr, City Manager, at citymanger@cityofsaluda.com prior to January 5, 2024.
