This is a Request for Proposal to provide Engineering Services for the Marshall County/Holly Springs Airport which will include federally funded AIP projects. These services will be continuous starting in FY2024 and running through FY2027 and cover a wide range of
engineering planning and design for construction projects that are required and needed by GA airports including but not limited to long range airport planning, buildings (hangars and storage), runway,
taxiway, and apron repair and expansions including lighting and other airport visual aids. The contract will be awarded to the responsible offeror whose proposal is determined to be the most advantageous to the Airport in regard to all factors. The factors to be considered in the evaluation of
proposals are set forth below.
The Engineer shall perform all the necessary engineering services to properly carry out the activities in the project, in accordance with State and Federal prescribed rules, regulations, and State and Federal
laws. The project includes the following activities:
A) Prepare pre-applications for both Federal and State projects.
B) Prepare plans and specifications for projects.
C) Construct and distribute bid packets (insuring that all Federal and State requirements are met in contract preparation).
D) Verify bidder eligibility with the Mississippi State Board of Contractors.
E) Insure DBE requirement are met.
F) Conduct pre-construction conference with contractor and airport personnel.
G) Conduct work-in-progress inspections and review any and all partial payment requests.
H) Conduct final inspection to determine that project has been completed in substantial conformance with the plans and specifications. Those desiring consideration should submit proposals by the time and date above stated and must include the following:
1. Qualifications - List of qualifications of each staff person to be assigned to the project.
2. Experience - Information regarding the experience of the firm. This information should include types of project activities untaken.
3. Capacity for Performance - Identify the number and title of staff available to be assigned to provide services.
All proposals will be rated on the following system to determine the best offeror:
a) Qualifications - 40%
b) Experience - 40%
c) Capacity - 20%
The Marshall County Industrial Development Authority reserves the right to reject any and all proposals.
